SUMMARY:

 

Consider a request to approve a site plan to construct 3,250 sf single story worship sanctuary building to the existing church campus.  The existing 1.19 acre property; is generally located at the southeast corner N.W. 17th Street and Cain Lane, just west of State Highway 161 (518 N.W. 17th Street).

 

The existing site is platted as part of the Dalworth Park Addition, Block 148, Lots 9 & 10.  The property is zoned Single Family-2 (SF-2) District and is within the State Highway (SH-161) Overlay Corridor District and is in City Council District 5.

 

 

ADJACENT LAND USES AND ACCESS:

 

North -                     The property directly north State Highway 161 elevated pedestrian crossing and Service Road facilities. 

 

South -                      Directly south of the subject property is developed as existing single family detached residential and zoned Single Family-4 District. 

 

East -                     Directly east of the subject property is State Highway 161 (southbound) Service Road and zoned Single Family 4 District.                      

 

West -                     West of the subject property is existing single family detached residential homes (Dalworth Park neighborhood) and zoned Single Family-4 District.

 

PURPOSE OF REQUEST:                     

James Buford, Senior Pastor; Arise and Build Christian Church of Grand Prairie and the applicant, respectively, seek City Council approval of a Site Plan application in order obtain authorization to construct an addition to the existing church campus.  The proposal includes the construction of a new 3,250 sq. ft., single-story Sanctuary, including the necessary improvements to accommodate the place of worship.

 

 

CHARACTERISTICS AND FUNCTION:

 

Use:

The applicant seeks to construct and operate a 3,250 sq. ft. single-story Sanctuary onto the existing church site. Currently, the site consists of an existing 4,870 sq. ft. building being utilized for all the church functions.  The applicant has stated and provided an operations statement indicating once the new Sanctuary is constructed, the existing building will be used primarily for classrooms, administrative offices and storage functions.

 

The proposal also includes the construction a dumpster enclosure, concrete parking, drive aisles, landscape improvements, and sidewalks. 

 

The subject property is zoned Single Family-4 (SF-4) District and Churches/Religious Activity is an allowed use in the SF-4 District by right.

 

The property is within the State Highway 161 Corridor Overlay District (SH-161), as such, the development shall adhere to the additional architectural standards specified in Appendix F: Corridor Overlay District Standards of the UDC. 

 

Access and Parking:

Access to the subject property will be from an existing driveway from N.W. 17th Street extending eastwardly and turning southward (rear) of proposed sanctuary connecting to proposed parking along the eastern side of the property.  Parking requirements are based on the use; therefore the seating capacity of the new sanctuary’s parking calculation should be able to accommodate the subsequent ancillary uses for the existing building.    The existing site has less than 20 parking spaces, primarily on asphalt paving. The applicant provides 58 parking spaces, with the new spaces constructed with concrete pavement.

 

Building Elevations - Articulation and Masonry Standards:

Overlay Corridor Standards require the proposed building to be clad in 100% masonry materials, excluding doors, windows, and stucco panel features. The applicant proposes using a face brick on the north, south, eastern and western exterior elevations with masonry column features along the northern elevation.   The colonial style building will feature (9’) feet articulation on the north side visible from State Highway 161 and providing masonry columns at its front entry.

 

Landscape and Screening:

The proposed site exceeds the minimum landscaping (10%) requirements for Institutional Uses, providing for (15.64 %). A total of 8,075 sq. ft. of irrigated landscaping is being provided including 16 trees, perimeter shrubbery, and additional plantings throughout the development.

 

Dumpster Enclosure:

The applicant is proposed to build a 12’ X 12’ (inside dimension) masonry dumpster enclosure that will be clad in the same masonry materials as the building. The enclosure conforms to city standards.

 

CONFORMANCE WITH COMPREHENSIVE PLAN:

The subject property is designated as Mixed Use on the Future Land Use Map (FLUM). A Church/Religious Activity use is consistent with the FLUM.

 

RECOMMENDATION:

Development Review Committee recommends approval of the request.
