Analysis

The City has been standardizing our physical security systems since 2015 implementing the S2 security access control system across the City.  This system is a fully distributed, highly scalable IP network architecture and provides for unified management and administration. It is customizable to our needs, and easily scalable to accommodate future City growth.

 

The firm Videotronix, Inc. DBA VTI Security has previously been used by the IT & Police Department of Grand Prairie on the PSB utilizing a Master Interlocal Cooperative Purchasing Agreement with the State of MN and is recommended from Staff to be used on future City projects in regards to Security.  As such, we are seeking to establish a price agreement with Videotronix, Inc. DBA VTI Security in order purchase security equipment, installation and consultation services, and monitoring of our security system.

 

Projects slated for this contract's use include: New City Hall Ph I-II, Fire Station 2, 3, 4, and 6, Charley Taylor Recreation Center, Warmack Library, Airport security upgrades, additional PSB security upgrades, and other new constructions on the horizon.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including the State of Minnesota.

 

The State of Minnesota contract # 93104 was effective May 1, 2015 and set to terminate April 30, 2019 with one, one-year renewal remaining.

 

Financial Consideration

The City spends approximately $100,000 annually on security system monitoring and anticipates through our Capital Improvement Program (CIP) to spend $600,000 on new construction equipment and installation. Payments for these items will be made from various departmental & CIP accounts budgeted for these items.
