Analysis
Daniels Elementary, a Grand Prairie ISD school located on SW 19th Street, currently has children crossing outside of the existing school zones. Based upon pedestrian crossings, two of the existing school zones need to be extended east to include the next intersection. These are W.E. Roberts and Spikes Street extended east to include their intersections with SW 19th Street.
South Grand Prairie High School 9th Grade Center, a Grand Prairie ISD school located on Warrior Trail, currently has kids crossing in the early mornings prior to the existing school zone effective times. These two zones need to begin at 6:30 am rather than 7 am to slow traffic and protect this crossing.
Financial Consideration
Two of the existing 20 mph reduced speed school zones will be extended by moving the existing flashers and end school zone signs east. Additional school zone related signs will be installed to clarify all zones for this campus. The zone adjustment for Warrior Trail will be flasher programming changes. Any cost associated with these school zone adjustments will be paid out of the Street operating budget.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING SCHEDULE III OF THE TRAFFIC REGISTER TO ESTABLISH MAXIMUM SPEED LIMITS LESS THAN 30 MPH; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND TO BECOME EFFECTIVE UPON ITS PASSAGE, APPROVAL AND PUBLICATION
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT Schedule III - Establish Maximum Speed Limits less than 30 mph shall be amended as follows:

SECTION 2. THAT this section, subsection, sentence, clause, phrase, or portion of this ordinance is for any reason held invalid or unconstitutional by any court or competent jurisdiction, such shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions thereof.
SECTION 3. THAT all ordinances or part of ordinances in conflict with this ordinance are hereby repealed.
SECTION 4. THAT this ordinance shall be in full force and effect from and after its passage, approval and publication.
