Analysis

The City of Grand Prairie is entering into a partnership agreement with North Central Texas Council of Governments (NCTCOG) for implementation of low-cost operational improvements at signalized intersections.

 

The North Central Texas Council of Governments (NCTCOG) will fund procurement and installation of data collection equipment along SH 161 NB and SB frontage road traffic signals from Marshall to Mayfield Road for traffic signal timing plan performance measure during incidents. The City will purchase and install the required equipment, and NCTCOG will then reimburse the City for the total cost of procurement and installation.

 

The estimated overall project cost is $67,000, to be paid be the City and 100% reimbursed by NCTCOG upon completion. The City will be responsible for cost overruns.

 

Financial Consideration

Project costs of $67,000 and reimbursements from NCTCOG will be accounted for in the City's Grant Fund (300592) 11517029 (Regional Traffic Signal Retiming Program).

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS,

AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS (NCTCOG) FOR IMPLEMENTATION OF LOW-COST OPERATIONAL IMPROVEMENTS AT SIGNALIZED INTERSECTIONS ALONG SH 161 FRONTAGE ROADS

 

Whereas,                       in April 2012 and March 2014, the Regional Transportation Council (RTC) approved funding for implementation of the Regional Traffic Signal Retiming Program, including the use of Transportation Development Credits (TDCs), in the Dallas-Fort Worth Metropolitan Area for the implementation of low-cost operational improvements at signalized intersections; and,

 

Whereas,                      in May 2014, the Executive Board approved the use of funding for implementation of the Regional Traffic Signal Retiming Program in the Dallas-Fort Worth Metropolitan Area for the implementation of low-cost operational improvements at signalized intersections; and,

 

Whereas,                      the NCTCOG selected corridor(s) in the City of Grand Prairie as part of the Regional Traffic Signal Retiming Program; and,

 

Whereas,                      on June 22, 2017, the NCTCOG Executive Board, in its capacity as the RTC's fiduciary agent, authorized NCTCOG to enter into an agreement with the City of Grand Prairie to procure data collection technology for traffic signal retiming during incidents.

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  The City Manager is hereby authorized to enter into an Interlocal Agreement with the North Central Texas Council of Governments (NCTCOG) for implementation of low-cost operational improvements at signalized intersections along SH 161 Frontage Roads.
