Analysis
Since completion of the Prairie Paws Adoption Center (PPAC) in 2003, it has been noted that the City has grown in population by a town the size of Mansfield. Along with that growth has come a strain on the PPAC's ability to keep up with the number of strays and adoptable animals that must be housed in the facility. For that reason, Environmental Services staff, with CMO support, has determined that it is now time to consider expanding kennel capacity within the facility. Along with that objective, it has been requested that a comprehensive review of the current facility's operations be developed and recommendations provided for various aspects including traffic flow patterns for both personnel and the public, adoptive and holding areas, initial impound and animal intake areas, adoption interaction and "get to know" areas, observation areas, counseling areas, isolation and quarantine provisions, a thorough review of the existing HVAC system and overall air quality capabilities, and other such factors as requested and deemed appropriate for discussion and consideration.
An initial funding amount was set aside for design services, and an RFQ was prepared and advertised with twelve Architectural firms responding to the solicitation. From those submittals, four firms were shortlisted and interviewed. Quorum Architects of Fort Worth received the committee's qualifications based recommendation for selection. Negotiations were conducted with Quorum, and it became apparent that additional funding over and above that initially authorized would be necessary based on both cost escalation factors and the complexities of the design commission as now envisioned. Quorum impressed the committee with its wealth of experience in this field of work and their innovative approaches. The fact that they were based locally as compared to other firms from different parts of the country also weighed in their favor. Staff is pleased to recommend award of the professional services design contract to Quorum Architects.
On May 22, 2015, the city's Animal Shelter Advisory Committee voted to request that the City Council approve an architectural contract with Quorum Architects, Inc.
Financial Consideration
Funding in the total amount of $419,400 is available as follows:
1. $200,000 is available in Municipal Facilities Capital Projects Fund (405090) WO #01502801 (Animal Shelter Expnsn Phase I) 68450 (Engineering-Design).
2. $219,400 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Municipal Facilities Capital Projects Fund (405090) into WO #01502801 (Animal Shelter Expnsn Phase I) 68450 (Engineering-Design) for $206,900; and 68560 (Engineering/Geotech) for $12,500.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THEY FY 2014/2015 Capital Improvement Projects Budget be amended by transferring and appropriating $219,400 from the unobligated fund balance in the Municipal Facilities Capital Projects Fund (405090) WO #01502801 (Animal Shelter Expnsn Phase I).
