SUMMARY:
 
Consider a request for approval of the Comprehensive Plan for the City of Grand Prairie. The plan updates all previous Comprehensive Plans, the Future Land Use Map, the Thoroughfare Map and Community Facility Plans. Development taking place after the adoption date of this Comprehensive Plan must be reviewed with consideration to the goals, objectives, policies and strategies described therein.
 
OVERVIEW
 
Staff is requesting input on the Goals and Objectives and the final format and providing an update on the 2010 Comprehensive Plan process. The Planning and Zoning Commission held a workshop on August 23rd to review the draft Goals and Objectives.
 
The draft Goals and Objectives were reviewed at the September 23rd DRC meeting for staff review. The draft Goals and Objectives for the 2010 Comprehensive Plan were also distributed for review at the following City Council committee meetings:
 
City Council Development Committee, September 14, 2010
Public Safety, Health and Environment, September 15, 2010
Finance and Government Committee, October 5, 2010 (cancelled)
 
The draft Ordinance, the format for the plan and the revised Goals and Objectives are attached for your review. This is the first public hearing for the 2010 Comprehensive Plan. The plan will go to the Planning and Zoning Commission for the second public hearing and recommendation to City Council on November 1, 2010.
 
The final document will go to City Council on November 16, 2010.
 
DISCUSSION
 
Several changes were made to the wording and numbering; however, the substantive changes to the Goals and Objectives, since the August 23rd Planning and Zoning Commission workshop include the following.
 
Objective 24, Policy 10 was revised to reflect both on-street and off-street bicycle accommodations, since the city already has an off-street bicycle network with the linear park system, interconnectivity will be vital.
 
A note was added to Section 11, Capital Improvement Plan, which states Refer to the 2008 Adopted Park Master Plan for recommendations on city-wide leisure improvements.
 
Objective 32, Policy 13 was added to address Storm Water Management. The city already has programs for stream monitoring and erosion control; however, the objective addresses recent additions from the Integrated Storm Water Manual (iSWM), a joint project with the North Central Texas Council of Governments.
 
Objective 32, Policy 14 was added to reflect the Water Conservation Plan, adopted by City Council and approved by the Texas Commission on Environmental Quality (TCEQ). The policy states the city will continue implementing regional water conservation initiatives, such as the prohibition on irrigating between 10:00 am and 6:00 pm.
 
Objective 36 as added to address, Coordinate interconnectivity of water systems, with the following policies:
 
Goal 11: Objective 36: Policy 8
Using intergovernmental cooperation, the city will coordinate the interconnectivity of water systems that will allow the transfer/sale of water under emergency conditions.
 
Goal 11: Objective 36: Policy 9
The Water System Master Plan will coordinate the localized transfer of water services to water deficient areas as part of inter-local agreements.
 
Section 10, Intergovernmental Cooperation, will also include recent efforts to work with Parkland and John Peter Smith (JPS) health care networks to provide medical alternatives to Grand Prairie citizens.
 
Public Works requested that the following be added to Section 11, Capital Improvement Plan. When revising the Capital Improvement Plan:
 
a) Consider water system improvements that will maintain water quality while not compromising fire protection and other needs,
 
b) Provide major infrastructure to provide water/wastewater systems, which consider future growth that is compatible with land use assumptions, and
 
c) Design wastewater improvements to eliminate on-site sewage disposal systems and transport all sewage to approved sewage treatment facilities.
 
Objective 34, Policy 4 was added to introduce the concept of Context Sensitive Solutions as a possible tool for creating a more integrated transportation system that is context sensitive to surrounding land uses. The definition is found on the next page.
 
Objective 37 was added to the Section 12, Tools for Implementation, which states City staff will continue to investigate opportunities for training to obtain the information and skills needed to provide current, efficient service to the citizens of Grand Prairie.
 
Section 12, Tools for Implementation, will also include information on current grants and grant applications as a financial tool for encouraging development.
 
Context Sensitive Solutions (CSS) has been evolving in the transportation industry since the National Environmental Policy Act of 1969 required transportation agencies to consider the effects of transportation projects on the environment. The CSS concept gained significant momentum in 1998 when the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) jointly sponsored the Thinking Beyond the Pavement national conference, which generated the first working definition of context sensitive design. The definition has gone through several reiterations, and the following definition was approved at a joint workshop in 2007 among AASHTO, FHWA and 262 participants from 46 states.
 
Context sensitive solutions (CSS) is a collaborative, interdisciplinary approach that involves all stakeholders in providing a transportation facility that fits its setting. It is an approach that leads to preserving and enhancing scenic, aesthetic, historic, community, and environmental resources, while improving or maintaining safety, mobility, and infrastructure conditions.

RECOMMENDATION
 
The Development Review Committee recommends approval of the 2010 Comprehensive Plan as shown in the attached draft ordinance.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS ADOPTING A COMPREHENSIVE PLAN FOR THE CITY OF GRAND PRAIRIE, WHICH UPDATES ALL PREVIOUS COMPREHENSIVE PLANS, THE FUTURE LAND USE MAP, THE THOROUGHFARE MAP AND COMMUNITY FACILITY PLANS; AND MAKING THIS ORDINANCE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE.
 
WHEREAS, Section 1.11.3.1 of the Unified Development Code of the City of Grand Prairie, Texas states: "Amendments to the text of the Unified Development Code shall be initiated only by action of the City Council directing the City Manager to initiate such a request on be-half of the City or by the City Manager's own initiative.;" and
 
WHEREAS, on September 14, 2010, a review and briefing was held by the City Manager's staff before the City Council Development Committee of the City of Grand Prairie, Texas for consideration of initiating said amendments; and
 
WHEREAS, after consideration of said amendments, the City Council Development Committee of the City of Grand Prairie, Texas directed the City Manager to initiate the preparation of an ordinance amending the 2005 Comprehensive Plan, which will become the 2010 Comprehensive Plan with updates to the Future Land Use Map, the Thoroughfare Map and Community Facility Plans, for submittal to the Planning and Zoning Commission of Grand Prairie, Texas for consideration of a recommendation to the City Council; and
      
WHEREAS, Notice was given of a public hearing on said amendments to be held by the Planning and Zoning Commission of Grand Prairie, Texas, in the City Hall Plaza Building at 7:00 o'clock P.M. on October 4, 2010, such Notice of the time and place of such hearing having been given at least ten (10) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality; and
 
WHEREAS, after consideration of said amendment, the Planning and Zoning Commission of the City of Grand Prairie, Texas voted 7 to 0 to recommend to the City Council of Grand Prairie, Texas, that said Comprehensive Plan should be approved since its provisions are in the public interest and will promote the health, safety and welfare of the community; and
 
WHEREAS, Notice was given of a further public hearing to be held by the City Council of the City of Grand Prairie, Texas, in the City Hall Plaza Building at 6:30 o'clock P.M. on November 16, 2010, to consider the advisability of amending the Comprehensive Plan as recommended by the Planning and Zoning Commission, such Notice of the time and place of such hearing having been given at least fifteen (15) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality.
 
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
 
SECTION 1.
 
THAT the 2005 Comprehensive Plan for the City of Grand Prairie be amended and revised as shown herein to become the 2010 Comprehensive Plan for the City of the City of Grand Prairie.
 
SECTION 2.
 
THAT if any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such provisions and such holding shall not affect the validity of the remaining portions thereof.
 
 
SECTION 3.
 
THAT this ordinance shall be in full force and effect from and after its passage, approval and publication.
 
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS, THIS the 16TH OF november 2010.
