Analysis
Dallas County Coronavirus Aid, Relief, and Economic Security Act (CARES) funds have been applied for and are available to the City of Grand Prairie. The City has been approved to receive CARES funds from Dallas County. CARES funds are for necessary expenditures due to the COVID19 Public Health Emergency which were not accounted for in the City’s budget as of March 27, 2020. The expenditures referenced in Exhibit “A” are believed by staff to be necessary due to the Public Health Emergency and appear to qualify as an authorized expenditure based upon the most recent guidance from the Department of Treasury. Approval from Dallas County has been sought and granted. City staff is seeking authorization to accept the funding and expend it for the purposes and amounts provided in Exhibit “A” for a total of $211,860.04.
This particular request is for emergency medical service initiatives to mitigate and respond to COVID19. Specifically, the Grand Prairie Fire Department currently does not carry any self-contained breathing apparatus (SCBA's) on their ambulances. The paramedics on these ambulances are the ones at highest risk for exposure to any illness virus or bacteria, due to the close patient contact, enclosed working environment, and length of time spent with patient. Even with full PPE, mask, gown, gloves and eye protection, these personnel are at high risk due to medical procedures that cause aerosolization from the patient's airway, and work environment. Aeroesolization is the most dangerous and contagious form of exposure to protect our personnel from. With the addition of (2) SCBA's on each ambulance for the Grand Prairie Fire Department, we can fully protect each paramedic from exposure to patients with any highly contagious disease, virus, or infection. Grand Prairie Fire currently has 14 ambulances and would like to purchase a total of 28 SCBA's since each ambulance is staffed with two paramedics.
BuyBoard contract# 603-20 was effective April 1, 2020 and set to expire March 31, 2021 with two possible one-year renewals remaining.
