Analysis
The City of Grand Prairie has been a partner with the trail planning section of the North Central Texas of Governments in the development of the Regional VeloWeb trail system along the Trinity River with other neighboring cities.  The long range plan is to provide an inter-connected trail system for recreational and non-motorized access from Fort Worth through Dallas.  The Lone Star Trail in Grand Prairie and the Campion Trail in Irving are major links to this regional trail.
 
In the late 1990's staff from Irving and Grand Prairie met to discuss routing of the proposed connecting trail.  
 
In 2012, the City of Irving was awarded a $2.5 million dollar grant from Dallas County for construction of both the Irving and Grand Prairie segments of this trail.  The general components of the trail are as follows:
 
Irving Segment, generally follows the existing ONCOR transmission easement.
      1.75 miles
      (10) low water crossings
      (1) bridge
      Signage
 
Grand Prairie Segment, is located within the Hunter Ferrell right of way.
      0.76 miles
      490 linear feet of sidewalk removal
      600 linear feet of bicycle rail

The Grand Prairie segment was originally planned to follow the same ONCOR transmission easement, but due to the following reasons, the alignment was modified to the Hunter Ferrell right of way.  
·      The major landowner along the trail, was not supportive as the trail would have bisected his tract that was currently under lease for       grazing.
·      Construction would have required (2) large pedestrian bridges.
·      The occasional overflows within the floodway zone increases maintenance and repair work due to inundation of the trail.
·      Public Works is planning for a large overflow drainage channel along Bear Creek.
 
 
The City of Irving has committed to providing engineering, surveying and geotechnical testing services for the project.
 
Financial Consideration
Dallas County will provide up to $2.5 million dollars from its FY2013 major capital improvement program for design, surveying, construction and signage of the entire trail in both cities.  The current estimate of costs is outlined below:

Based on the preliminary estimate, the total project cost is within the allocated funding available from Dallas County.
