Analysis
The Texas Water Development Board (TWDB) administers loan programs to assistant water and wastewater utilities build and maintain facilities for these necessary services. These loans are interest subsidized, often making the cost to the utilities less than they might be able to receive without such assistance. Further, the Board also offers a very limited amount of funds for projects that they deem qualified as "green" (environmental friendly), that offer a 15% principal forgiveness in addition to the interest subsidy.
This year, we were able to get about $2 million in wastewater replacement projects rated highly enough on the TWDB point scale that they will likely be classified as green projects. Since this will result in approximately $300,000 in savings, we feel that it is worthwhile to pursue this loan. Should we not be offered the green subsidy we can still decline the loan.
The purpose of this resolution is to seek designation status for the City as the management agency for its' wastewater system in accordance with the requirements of Section 208 of the Federal Water Pollution Control Act, as Amended.
Financial Consideration
If this loan is approved the City will need to issue revenue bonds for the payment currently estimated at $2,285,000 and be reimbursed by the TWDB for the approved subsidies. The loan is expected to close by next April.

RESOLUTION
A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, SEEKING DESIGNATION AS A MANAGEMENT AGENCY FOR WASTEWATER COLLECTION AND TREATMENT WITHIN ITS CITY LIMITS
WHEREAS, the City of Grand Prairie, Texas has the authority to design, construct, operate, and maintain wastewater collection and treatment facilities; to raise revenues and assess appropriate charges to assure that each participating party pays its appropriate share of sewerage system costs; to accept or refuse to accept any wastes from any participating party; to accept and utilize grants or other funds from any source for wastewater management purposes; and, to carry out appropriate portions
of an area wide water quality management plan;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Grand Prairie, Texas,
SECTION 1. That the City of Grand Prairie seeks designation as a management agency for wastewater collection and treatment within its City Limits, in accordance with the requirements of Section 208 of the Federal Water Pollution Control Act, as amended.
