PURPOSE OF REQUEST:      
 
The applicant is proposing to replat 1.254 acres in the Burbank Gardens Subdivision into a three-lot residential subdivision.  The subject site is currently zoned Single Family-Four (SF-4) Residential District.  
 
CONFORMANCE WITH COMPREHENSIVE PLAN:  
 
The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan shows this area as appropriate for Low Density Residential (LDR) uses.  The FLUM indicates that zoning districts consistent with the LDR designation are Agriculture (A), Single Family Estate (SF-E), and Single Family 1 - 4 Districts.  The FLUM designates the appropriate density for LDR  as 0 - 6 dwelling units per net acre.  The subject site is zoned SF-4 and has an average density of approximately 3.94 dwelling units per acre.  This proposal is consistent with the LDR FLUM designation.
 
BACKGROUND
 
December 5, 2014: A legal notice was mailed to affected property owners as a notice of the upcoming public hearing.
 
December 8, 2014: A legal notice published in the Fort Worth Star Telegram.
 
December 11, 2014: The Development Review Committee (DRC) meeting was held.  Staff met with the applicant to discuss the proposal.  The proposal was cleared to move forward subject to conditions found in the recommendation section of this report.
 
January 5, 2015: This item is scheduled to be heard by the Planning and Zoning Commission.

PLAT FEATURES
 
No changes to access are being proposed by this plat.  This plat is adjusting the lot lines to allow 734 MacArthur Bvld more land area in in order to have the room to construct a larger parking lot.
 
The applicant has a pending case which is scheduled to be heard by the City Council on January 20, 2015.  The applicant is requesting an ordinance authorizing the abandonment of an unneeded portion of an unimproved alley right-of-way at 734 MacArthur Boulevard.  The 10ft alley right-of-way is proposed to be abandoned, but this area will continue to be utilized as a 10ft-wide utility easement.
 
REQUESTED APPEALS BY APPLICANT:
 
No appeals are being requested by the applicant.
 
RECOMMENDATION:
 
Pending an affirmative vote by City Council of alley right-of-way abandonment on January 20, 2015, staff recommends approval of the request for a replat.
