Analysis

On March 13, 2019, The Grand Prairie Municipal Airport experienced a wind damaging event which required immediate repair and recovery work.  Fifty seven hangar doors blew off the tracks and damaged other doors and parts of the hangar buildings, necessitating the replacement of a total of 68 hangar doors. The original doors were only rated for 75 mph winds, though the airport recorded 98 mph winds on March 13, 2019.  For that reason, Staff is seeking acceptable replacements that will satisfy current City of Grand Prairie building code requirements for doors with a rating of 115 mph. 

 

Higher Power Hydraulic Doors ("HPHD") was awarded purchase order of $646,499.00 on June 10th from the June 4th City Council action ratifying the Airport's Capital Improvement Project budget.

 

Emergency repair and recovery work progressed in two phases. Phase one was for immediate security repairs, the removal of hazardous conditions and a structural analysis to understand what repairs were needed.  For phase one: Cozart provided $25,970.00 in cleanup services; Diamond Fence provided $56,375.00 in manuel chain link swing gates to secure hangar units, and other minor repairs for $1,406.25. Phase one's cost totaled $83,751.25 and paid for out of the Airport Operating Fund.

 

Phase two will include hangar reconstruction, door replacement, perimeter fence repairs, engineering inspection and any additional work required to bring the Airport back up to being fully operational. Cozart's phase two scope of work will be for repairs to 16 hangar buildings including repairs to roofs, structure modifications, trim, gutters & down spouts, wall panels, and the installation of 68 HPHD new hangar doors in the amount of $1,027,375.00. HPHD is estimating freight to be $55,000.00 for shipment of all the hangar doors. Llano River Fence Company has quoted $6,545.49 to repair the perimeter fence.  Engineering Post Repairs Inspection will cost $10,400.00.  Lakes Engineering provided $49,690.00 in structural analysis and repair recommendations. Total cost for phase two completion is $1,149,010.49.  Total cost of all repairs are $1,879,260.74

 

City policy and State statutes provide that emergency purchases are exempted from bidding requirements as stated in Section 252 of the Local Government Code. Section 252.022 states that a purchase is exempted from bidding due to unforeseen damage to public machinery, equipment, or other property.  Due to the emergency nature of the wind storm and subsequent damage at the airport, Staff is requesting ratification of the emergency purchases thus far (phase one) and approval of repair work still needed (phase two).

This item was taken to the Finance and Government Committee on July 16, 2019 for their review and recommendation for approval.

Financial Consideration

Funding for phase two repairs in the amount of $1,149,011 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the FY 2018/2019 Risk Management Fund to the Airport Capital Projects Fund (505292) to WO #01916903 (Airport Repairs Hydraulic Doors).

 

Any money received by Texas Municipal League (TML) insurance claim reimbursements will be deposited in the Risk Management Fund up to $1,149,011.  Any additional money received will be deposited in the Airport's Capital Projects Fund (505292). If the TML reimbursement comes in under $1,149,011, the Airport Fund will schedule a reimbursement to the Risk Fund (for the difference between TML’s reimbursement amount and the $1,149,011 transfer from the Risk Fund to the Airport Fund).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2018/2019 RISK MANAGEMENT FUND BY TRANSFERRING AND APPROPRIATING $1,149,011 FROM THE UNOBLIGATED FUND BALANCE IN THE RISK MANAGEMENT FUND TO THE AIRPORT CAPITAL PROJECTS FUND (500692) TO WO #01916903 (AIRPORT REPAIRS HYDRAULIC DOORS).

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  That the FY 2018/2019 Risk Management Fund be amended by transferring and appropriating $1,149,011 from the unobligated fund balance to the FY 2018/2019 Airport Capital Projects Fund (505292) to WO #01916903 (Airport Repairs Hydraulic Doors).
