Analysis
On May 20, 2014, the Grand Prairie City Council approved a contract with KSA Engineers for the design of electrical improvements in the amount of $37,500. As KSA began reviewing the terminal area, they suggested that all the improvements planned for the area be included in one design document to avoid potential conflicts in the design elements of the future improvements. On July 15, 2014, the Grand Prairie City Council approved an amendment to the contract with KSA Engineers for the design of electrical improvements in the amount of $37,680 for a total of
Notice of bid #15138 was advertised and 34 vendors viewed the advertisement on BidSync. One bid was received on June 25, 2015. The sole bidder for the project was Mart, Inc. as follows:
Section I - Parking Expansion (Asphalt Paving) $ 323,809.25
Section I - Additive Alternate No. 1 (Concrete Paving) 53,043.16
Section II - North Grading Adjustments 6,164.65
Section III - Electrical Improvements 353,781.42
Fee for Rebid - 7,750.00
$ 729,048.48
KSA Engineers, Inc., have submitted Change Order Number 3 for $7,750 to cover the costs associated with preparing the project documents for a second bid and their staff time to print and distribute the documents. Mart, Inc. has agreed to the stipulation of reducing their contract by $7,750, the fee for the rebid of the project.
KSA Engineers, Inc., have submitted Change Order Number 4 for $91,420 to provide project management for the construction phase of the project.
Reject bid #15116. On May 27, 2015 bids were opened and two responses were received. Upon evaluation of the responses it was determined one of the bids had critical errors in the submission and the other bid greatly exceeded the engineer’s project estimate.
Financial Consideration
Funding for the construction portion of the project and the two amendments is available by approving an ordinance transferring and appropriating $829from the unobligated fund balance in the Airport Capital Projects Fund (505292) to WO #01413301-03 (Terminal Area - Design Electrical Improvements.)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2014/2015 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $828,219 FROM THE UNOBLIGATED FUND BALANCE IN THE AIRPORT CAPITAL PROJECTS FUND (505292) TO W0 14133101-03 (TERMINAL AREA - DESIGN ELECTRICAL IMPROVEMENTS)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2014/2015 Capital Improvements Projects Budget be amended by transferring and appropriating $828,219 from the unobligated fund balance in the Airport Capital Projects Fund (505292) to WO # 01413301-03 (Terminal Area - Design Electrical Improvements)
