Analysis
As part of the City’s ongoing Capital Improvements Program, KSA Engineers, Inc. was hired to design storm drain improvements to the downtown area of the City, specifically along W. Main St. and Jefferson St. between Collins St. and Center St. and also near the intersection of Center St. and Dallas St.
This project includes the removal and replacement of existing storm drain lines and inlets and construction of additional storm drain lines in order to alleviate flooding in portions of the downtown area during a heavy storm event. Currently, the existing storm drain system in the area reaches capacity during smaller storm events, which creates flooding problems for streets and parking areas as well as motorists traveling through the area.
The City of Grand Prairie advertised and received six (6) proposals for this project on Thursday, December 8, 2016. Below is a summary of qualified proposals and their respective proposed contract amounts:
Texas Standard Construction Total Bid: $1,856,178.40
Atkins Brothers Construction Total Bid: $2,084,991.00
SYB Construction Total Bid: $2,473,974.50
Flow-Line Construction Total Bid: $2,584,632.00
Jackson Construction Total Bid: $2,761,876.00
Haydon Building Corp. Total Bid: $2,998,556.00
This project was bid using the Competitive Sealed Proposals method, which allows the City to select a contractor based upon the best value for the City based upon the ranking criteria specified in the bid documents. An evaluation committee consisting of City personnel and the consultant then ranked each contractor based upon the ranking criteria. The evaluation committee reached a consensus that Texas Standard Construction’s proposal represented the best value for the City for this project. The unit prices on several bid items were then negotiated with Texas Standard Construction, resulting in a revised contract amount of $1,817,178.40.
Staff recommends that this project be awarded to Texas Standard Construction in the amount of $1,817,178.40.
Project is anticipated to begin in February 2017 with a construction timeline of 360 calendar days.
