Analysis

On Tuesday, September 27, 2016 the City of Grand Prairie opened bids for Phillips Court Storm Drainage Improvements Water and Wastewater Replacements. The low bidder is Reytech Services, LLC in the Base Bid amount of $673,916.27 for total bid amount of $673,916.27.

 

This project was identified as part of the FY16 Capital Projects Budget and Capital Projects Plan for Proposed Storm Drainage Projects. The Phillips Court storm drainage project provides for construction of a parallel storm drain relief line to provide improved flood protection for Phillips Court between the drainage channel crossing west of Brent Court and Phillips Circle. This project also provides replacement of old water and wastewater mains and service lines between SW 3rd Street and SE 4th Street in advance of the reconstruction of Phillips Court by Street Services. This drainage improvement is part of the city wide master drainage plan for the Cottonwood Creek watershed to provide 100-year flood protection for the community.

This project provides for the construction of a storm drainage box conduit and pipe and inlets improvements to drain Phillips Court and replacement of old water and wastewater mains and service lines in Phillips Court from SW 3rd Street to SE 4th Street. The drainage improvements features include a 4 foot wide by 3 foot high reinforced box drain conduit, laterals, inlets and junction structures. The water main replacements include a new 8 inch water main and 17 water services from Brent Court to SE 4th Street and the wastewater replacements include new wastewater mains and services from SW 3rd Street to Jackson Street and from Clifton Court to SE 4th Street including manhole replacements. Existing pavements in Phillips Court will be replaced and maintained with temporary pavement until Street Services can make permanent pavement replacements.

Construction of this project is scheduled to begin around the first week of November 2016 with projected completion around March 2017.

 

Financial Consideration

Funding in the total amount of $759,332 is available as follows:

 

STORMWATER - $348,186:

1. $308,235 is available in Stormwater Capital Projects Fund (401592) WO#01506103 (Phillips Storm)

2. $39,951 is available by appropriating and transferring from the unobligated fund balance of Stormwater Capital Projects Fund (401592) to WO#01506103 (Phillips Storm)

 

WATER - $151,650:

3. $151,650 is available by appropriating and transferring from the unobligated fund balance of Water Capital Projects Fund (500592) to WO#01611403 (Phillips WTER)

 

WASTEWATER - $259,496:

4. $259,496 is available by appropriating and transferring from the unobligated fund balance of Wastewater Capital Projects Fund (500692) to WO#01611503 (Phillips WWST)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $39,951 from the unobligated fund balance in the Stormwater Capital Projects Fund (401592) WO#01506103 (Phillips Storm)

 

SECTION 2.  THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $151,650 from the unobligated fund balance in the Water Capital Projects Fund (500592) WO#01611403 (Phillips WTER)

 

SECTION 3.  THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating  $259,496 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) WO#01611503 (Phillips WWST)
