Analysis

Based on the previously relocated communications tower from the Fleet Services Center to the current Fire Station 3 property; the forthcoming implementation of the new elevated water tower master plan adopted by the Public Works Department; and the aging state and size of the existing facility, the current Fire Station 3 location must be abandoned and a new facility constructed. This was an approach previously presented and approved as part of the City of Grand Prairie annual budgeting process which included design development funding in fiscal year 2019 followed by construction funding in fiscal year 2020.

 

Because of their excellent reputation in the Dallas/Fort Worth region and beyond, along with outstanding reviews by other municipalities as confirmed by the Grand Prairie Fire Department, BRW Architects was asked to assist with initial conceptual design thoughts and budgeting considerations.  Based on the very detailed and informative assistance provided, along with their proven experience and past successful performance on other fire station facility projects for surrounding cities, BRW was then requested to provide a complete design services fee proposal for the new Fire Station 3 facility for consideration and recommendation to City Council.

 

BRW Architects has submitted a fee proposal in the amount of $759,900 which provides for full design and construction administrative services through project completion, including all necessary design consultants.  In addition to the fee proposal provided by BRW Architects, City staff is recommending a 5% design contingency in the amount of $37,995, resulting in a total request of $797,895. 

 

Chapter 252, Section 22 of the Local Government Code allows for the exemption to competitive bidding when the expenditure is for Professional Services such as architectural design services.

 

This item was presented to the Finance and Government Committee on February 5, 2019 for consideration.
