Analysis

Radar-equipped speed detection trailers serve as effective and efficient tools that are utilized to deter drivers from exceeding the speed limit in targeted areas of the city.  These trailers are placed at various locations throughout the city to display a visual indication of an approaching vehicle’s speed.  The trailers are also equipped with data logging software that assist the Department with selecting locations for targeted enforcement.  The Police Department has utilized these radar-equipped speed detection trailers for several years with high rates of successful speed deterrence and increased enforcement intelligence which results in decreased incidents of vehicle crashes.  With the additional trailers, the Department will be able to effectively multiply these results and address additional traffic concerns.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including national HGAC.

 

The H-GAC primarily offers products that are utilized in Public Safety, Public Works, and Communications, in addition to professional consulting, personnel and financing services. A wide variety of capital equipment is under contract, and through a unique feature of HGACBuy it can be customized through the use of published and unpublished options to fit your specifications and requirements

 

Applied Concepts, Inc., through their national HGAC contract TR11-16 offers the radar-equipped speed detection trailers. TR11-16 began November 1, 2016 and will expire October 31, 2018.

 

The Public Safety, Health and Environmental Committee reviewed this item on June 4, 2018 and recommended that it be forwarded to the City Council for approval.

 

The Finance and Government Committee reviewed this item on June 5, 2018 and recommended that it be forwarded to the City Council for approval.

 

Financial Consideration

Funding for 3 radar-equiped speed detection trailers in the amount of $18,150 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the FY 2017/2018 Redlight Safety Fund (3104-280490-68350) (Tools & Equipment).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2017/2018 REDLIGHT SAFETY FUND BY TRANSFERRING AND APPROPRIATING $18,150 FROM THE UNOBLIGATED FUND BALANCE IN THE REDLIGHT SAFETY FUND (3104-280490-68350) (TOOLS AND EQUIPMENT)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2017/2018 Redlight Safety Fund be amended by transferring and appropriating $18,150 from the unobligated fund balance in the Red Light Safety Fund (3104-28-490-68350) (Tools & Equipment).

 

SECTION 2.  THAT this ordinance shall be in full force and effect from and after its passage, approval and publication and it is accordingly so ordained.

 

SECTION 3.  THAT all ordinances or parts of ordinances in conflict with this ordinance are hereby repealed.
