Analysis
The Office of Emergency Management (OEM) is seeking ratification of the FY2018 Urban Area Security Initiative (UASI) Grant application; and if awarded, authorize the City Manager to accept funding by signing the Sub-Recipient Agreement and other grant related documents from the Office of the Governor-Homeland Security Grants Division. The grant amount has yet to be determined, but expected to remain in the same range as previous years ($150K). These funds will be managed by the OEM and allocated by project to both the Fire Department and the Police Department to provide and/or enhance emergency response equipment and planning.
This item is expected to be presented and passed through the Public Safety, Health & Environment Committee on June 4, 2018 and the Finance and Government committee on June 5, 2018. If approved, the item will be then be placed on the City Council agenda for final approval on June 5, 2018.

HazMat Capabilities Enhancement for the Grand Prairie Fire Department:
This grant application is respectfully requested to purchase the needed equipment to supply the highly trained team members with the necessary Chemical Flash-Fire Protective suits to perform their function as a FEMA Type I Hazardous Materials Response Team. This equipment will provide team members a superior level of safety when responding, assessing and mitigating potentially flammable and combustible materials. The team needs personal protective equipment (PPE) to provide vapor, liquid and splash protection during the process of investigating and mitigating hazardous releases. The requested funds will provide PPE which provides the highest level of protection afforded todays responders.
Surveillance Enhancement for the Grand Prairie Police Department:
This project will heighten the City of Grand Prairie’s ability to deter, detect, and investigate crimes with the utilization of semi-permanent cameras at strategic locations. The primary intent is to interdict and disrupt illegal activities for the protection of persons and property, along with the ability to monitor areas for possible terrorist activity. This asset will provide members of the police department along with the SWAT team and the Office of Emergency Management the ability to live-stream video and provide real-time reports for enhanced response and tactics. The project would provide the city with cameras, licenses and the required equipment to be viewed remotely at the Grand Prairie Police Department Real-Time Crime Center.
Emergency Management Planning Support:
This project addresses the need for personnel to support multi-agency planning and readiness activities which includes planning, training and exercise support. These initiatives will not only support the City, but they will also benefit the North Central Texas region. Plans and SOPs will be used to support mutual aid and disaster response inside and outside the Grand Prairie city limits. Planning products will allow Grand Prairie to define and type resources available for deployment nationally, including costs and limitations to deployment. This project will allow the City of Grand Prairie to sustain and continue to work on planning projects. The current planning program is designed to work within and follow a master planning submission schedule that was previously developed in order to keep all plans current. This includes updating, revising and submitting to the state the city’s Continuity of Operations Plan (COOP), debris management plan, and others. All of the plans updated and formalized during this planning project will be available to benefit the entire region.
Financial Consideration
The City of Grand Prairie is committed to providing applicable matching funds. However, the Homeland Security Grant Program through UASI does not require any. As a result, there is no cash match requirement for this funding source. In the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG).

Whereas, the City of Grand Prairie is expected to be awarded the FY2018 Urban Area Security Initiative (UASI) Grant;
Whereas, the City will provide a cash match of $0 to the Office of the Governor-Homeland Security Grant Division, in which the Homeland Security Grant Program through UASI does not require any;
Whereas, in the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG);
Whereas, this grant award would allow the City of Grand Prairie to accept this grant and purchase needed equipment during the grant performance period from October 1, 2018 through December 31, 2019;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager or designee is hereby authorized to apply for and accept the FY2017 Urban Area Security Initiative Grant Award and other grant related documents with the grant performance period from October 1, 2018 through December 31, 2019.
Section 2. This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
