Analysis
On August 16, 2016 the City Council awarded the Construction Manager at Risk (CMAR) contract to Modern Contractors for pre-construction services in the amount of $1,000. This award provided the CMAR services including development of project estimates, preliminary construction schedules, value engineering and constructability review during the Design Phase.
The current Change Order/Amendment No. 1 in the amount of $5,090,953 represents the Guaranteed Maximum Price (GMP) for the scope of work currently defined in the Quorum Architects Construction Documents Package as competitively bid by Subcontractors to Modern Contractors. The $5,090,953 GMP was achieved through a collaborative effort between City staff and construction personnel to value engineer over $216,000 worth of project cost with no negative impacts to construction quality or project functionality and appearance. Costs above and beyond the Modern Contractors portion of the project include previously approved design fees, surveying requirements and geotechnical testing costs ($419,500) along with an owner-provided furniture, fixtures and equipment (FF&E) allowance($91,500), all of which are covered within the overall approved project budget of $5,857,400.
All items will be incorporated into the current Modern Contractors contract for a revised total contract amount of $5,091,953.
Financial Consideration
Funding for the Guaranteed Maximum Price (GMP) construction contract to Modern Contractors in the amount of $5,090,953 for additions and renovation to Prairie Paws Adoption Center; plus a 5% construction contingency in the amount of $254,547; plus a $91,500 furniture, fixture and equipment (FFE) budget allowance for a total funding request in the amount of $5,437,000 is available as follows:
1. $4,014,000 is available in Municipal Facilities Capital Projects Fund (405090) WO#01502803 (Animal Shelter Expnsn Phase I) 68540 (Construction)
2. $1,000,000 is available by approving an ordinance transferring and appropriating from a Sports Corp donation to the Municipal Facilities Capital Projects Fund (405090) to WO #01502801-03 (Animal Shelter Expnsn Phase I) 68540 (Construction);
3. $400,000 is available by approving an ordinance transferring and appropriating from (savings during the City Hall remodel) the unobligated fund balance in the Municipal Facilities Capital Projects Fund (405090) to WO #01502801-03 (Animal Shelter Expnsn Phase I)
4. $23,000 is available by approving an ordinance transferring and appropriating from the Capital Reserve Fund (402590) WO #01411403 (FY14 Animal Shelter) to the Municipal Facilities Capital Projects Fund (405090) WO #01502803 (Animal Shelter Expnsn Phase I);

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $1,000,000 from a Sports Corp donation; $400,000 from the unobligated fund balance in the Municipal Facilities Capital Projects Fund (405090) and $23,000 from the Capital Reserve Fund (402590) WO #01411403 (FY14 Animal Shelter) to the Municipal Facilities Capital Projects Fund (405090) WO #01502803 (Animal Shelter Expnsn Phase I).
