Analysis

As part of the City’s ongoing Capital Improvements Program, high maintenance and aged water and wastewater lines throughout the City are recommended for replacement by the water utilities staff on a yearly basis. 

 

On August 18, 2015, the City of Grand Prairie council approved a construction contract with Gra-Tex Utilities, Inc. in the amount of $2,436,801 for miscellaneous water replacements at various locations throughout the city.

 

The current Amendment/Change Order No. 3 in the amount of $14,960 provides for profile adjustments of the proposed wastewater line at Hill Street and Carrier Parkway due to unforeseeable conflicts with existing storm drain pipes in the area.

 

On May 3, 2016, City Council approved Amendment/change order No.1 (16-5599) in the amount $194,359 for wastewater replacement in 1) Wellington Drive and 2) Hill Street/Carrier Parkway. These locations were added due to frequent blockages and urgent maintenance repairs of the wastewater lines.

 

Amendment/change order No. 2 in the amount of $24,680 was approved on 8/1/2016 for providing waterline and service adjustments and modifications in Bogarte St, Marshall Dr. and Pioneer Parkway locations.

 

Revised project completion date is scheduled for February 22, 2017.

 

Financial Consideration

The City, as an owner, reserves the right to increase the amount of the work to be performed in a given contract by an amount not to exceed twenty-five (25%) percent of the original contract.  The total of amendment/change order No. 2 is $24,680 and the current request is $14,960 for a total of $39,640; however, funding must be allocated from the Wastewater Capital Projects Fund which requires Council action. Percentage of all previous and current change orders total $233,999 which is 9.6% of the original contract.

 

Funding in the total amount of $14,960.00 is available by appropriating and transferring from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01612301 (Wellington-Hill/Carrier)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2015/2016 Capital Improvement Projects Budget be amended by transferring and appropriating $14,960.00 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) WO #01612301 (Wellington-Hill/Carrier)
