Analysis
On February 2, 2016, City Council Approved an Engineering and surveying services contract with Kimley-Horn and Associates for Project Development Study and 30 Percent Design of Great Southwest Parkway from IH-20 to Mayfield Road. Subsequently a change Order Amendment was approved by the City Council to design the complete roadway. The consultant contract provided for preparation of 100% design plans, preparation of construction drawing, subsurface utility engineering to determine underground utilities associated with the project, design related to the rehabilitation of an existing 6" and 8" wastewater main along the limits of the project and geomorphologic evaluation related to erosion mitigation of the existing creek. The project also includes the extension of a 30" water transmission main required by the Water Master plan to provide the remaining connection from the terminal water storage tank to the trader's village storage tank.
Due to funding reasons, the project was originally designed to be constructed in two phases. Phase I was to extend along Great Southwest Parkway from Sara Jane Parkway to Forrum Drive and funded in FY 17 and Phase II was to extend along Great Southwest Parkway from Forum to Mayfield Road and funding approved as part of the FY 18 CIP Budget Process. Since the City was not able to obtain the needed right-of-way for Phase I, the project was subsequently combined into one project and bid accordingly. At the current time, right of way and easements have been obtained for the project and complete funding was provided as part of the FY18 CIP approved budget.
The project improvements provide for widening the roadway from four lanes to six lanes to help improve traffic circulation on Great Southwest Parkway north of IH-20 to Mayfield Road and would also help the Traders Village traffic. The construction contract will consist of approximately 4,270 linear feet of arterial roadway widening/reconstruction from 4 lanes to 6 lanes, installation of approximately 3,950 linear feet of 30-inch water line, construction of a single span pre-stressed concrete beam bridge approximate span of 125 feet, sanitary sewer line construction by both open cut and pipe bursting construction method, traffic signals, landscaping and other miscellaneous items related to such work. The project also includes erosion mitigation measures, street lighting, landscaping, Fiber Optic relocation and other related miscellaneous items.
During the design of this project and in discussion with the Trinity River Authority (TRA), it was determined that it would be in the best interest of both the TRA as well as the City to construct a portion of their 36" trunk main crossing this roadway as part of this project with TRA participating and covering those costs. On November 16, 2016 the City entered into an interlocal agreement to cover the costs anticipated to be $275,000 at that time. Based on the proposals received for the successful contractor, those costs have be determined to be $297,102 . A subsequent interlocal agreement is being considered by the TRA board at their December 5th meeting in the amount of $330,135. This interlocal agreement is also being considered by the City of Grand Prairie at the December 12, 2017 City Council meeting (Item #17-7378) and TRA is providing these funds to cover their cost and being included as part of the funding for this project. Funds received from TRA will be escrowed until construction is completed and final project settle up is done.
City Staff have also worked with the Forum Estates PID Board to relocate two of their monuments along this project. As part of a sperate agreement with the PID being considered by the City also at the December 12th 2017 City Council meeting (Item #17-7280), the City will pay up to the amount of $63,000 for the PID to then arrange to install these monument once the project is complete.
Traffic control and phasing of the project has been of critical concern for this project to accommodate construction as well as the local traffic in this area. City Staff and our consultant have worked with the businesses, Forum Estates PID, Charter School as well as Trader's Village in order to be able to accommodate their needs and to strike a balance to accommodate the construction. Lane closures will not happen until May 2018 to accommodate their heavy season, while construction can proceed on other items such as the waterline that is outside of the current traffic lanes. City Police officers will be providing traffic assistance during peak Trader's Village traffic hours to ensure that they do not go southbound along Great Southwest Parkway from Mayfield Road. The cost for this overtime effort is anticipated to be around $104,000, and is included as part of this project.
This project was bid using the competitive sealed proposal method. On October 25, 2017, the City of Grand Prairie publicly opened five proposals for this project. All proposes acknowledged receipt of the addenda and submitted bid bonds. Kimbley Horn and Associates, Inc. tabulated the bids and the results are provided in the table below.
On November 8th 2017, the selection Committee met to evaluate the proposals, the Committees ranking of the propersers is provided below in order. Please note that three alternates were included as part of the proposal; however, none of them were considered to be included in the project.

During the subsequent propoal negotiations with the City Tiseo Paving agreed to reduce their bid by $382,259.25 to $12,688,471.60 The City also negotiated the number of contract calendar days from the original 750 calendar days to 700 Calendar Days.
Based on previous discussions with Trader's Village, the initial road closure along Great Southwest Parkway is not to start until after May 2018 and construction is anticipate to be complete by January 2020.
Based on the attached recommendation letter from Kimley Horn and Associates, Staff is also recomending the award of this construction contract to Tiseo Paving Company in the final negotiated amount of $12,688,471.60 and 700 Calendar Days.
The Item was presented and approved by the City Council Development Committee on November 9, 2017. The Finance and Government Committee is to consider this item at their December 12 meeting.
Construction of this project is scheduled to start in the first week of January 2018.
