Analysis
It is the intent of this contract that Champion Coating, Inc. provide all labor, material and equipment needed to perform all work required for the sandblasting and recoating of the 500,000 gallon Small Hill Elevated Water Storage Tank.
Notice of Bid Request #15155 was legally advertised in the Fort Worth Star Telegram on Sundays September 20th and 27th and posted to BidSync.com, the City’s Bid Distribution partner, and to the State of Texas Electronic State Business Daily. There were no apparent Grand Prairie vendors available for this service. Complete specification packets were officially distributed to 42 Firms and 3 plan rooms; a total of 16 firms were represented at the Mandatory Pre-Bid Meeting; and bid submittals were received from a total of 11 Firms as detailed in “Exhibit B”.
The lowest priced bid submitted by Tank Pro, Inc. does not meet specification for the coating system required. The firm’s bid included an exception to the product to be used for the final coat which does not meet specification, and therefore is non-responsive and rejection of bid is recommended.
The next lowest priced bid from Champion Coating, Inc. of Savage, MN meets specification and is recommended for award.
