Analysis

The State of Texas received a Presidential Disaster Declaration following the May 2015 flooding events.  The Presidential Declaration allocated federal funding through the Hazard Mitigation Grant Program (HMGP) managed by the Federal Emergency Management Agency (FEMA) to communities in Texas impacted by the disaster.  The Texas Department of Emergency Management (TDEM) is the State agency who administers this federal grant in concert with FEMA.  The City of Grand Prairie was impacted by the May 2015 flooding events. 

One of the requirements for the HMGP grant is that the applicant must have a FEMA-approved Hazard Mitigation Action Plan (HMAP).  Grand Prairie has this plan and is therefore able to pursue this funding opportunity.

The HMGP grant includes an allocation of funding for initiative projects.  Initiative projects are those projects that tend to be less costly and are difficult to determine a benefit-cost ratio.  The Stormwater Department, Streets Department and the Office of Emergency Management have worked closely to develop a prioritized list of projects to submit to FEMA for this grant opportunity.  The following table summarizes the projects (in priority order) that City staff recommends submitting for this grant funding opportunity.

* The costs presented are estimated costs.  The actual costs could be greater or less than the numbers presented here.  The City of Grand Prairie will be responsible for 25 percent or more of the total cost of the projects that receive this grant funding. 

The City understands that FEMA will likely only award one initiative project HMGP grant to any given community.  In the event that FEMA is unable to fund the City’s first priority project, FEMA could consider awarding the City’s second or third preferred project.

The City also understands that if one or more HMGP initiative project grants are awarded and the actual costs are greater than the funding awarded, the City of Grand Prairie will be responsible for the additional costs.  Therefore, Grand Prairie commits to providing 25% or more of the local share in the event that one or more grants are awarded to the City. 

The City of Grand Prairie supports City staff’s efforts to obtain federal funding to assist in providing additional flood control equipment to help safeguard its citizens from flooding.

City staff requests City Council consideration and approval by resolution for City staff to prepare and submit applications for HMGP initiative projects grant for the three projects described above.  City Council also commits to providing 25% or more of the costs associated with any project or projects receiving HMGP initiative project funding.

 

Financial Consideration

No funding is required at the current time.

 

The proposed local match of $228,000 or more would come from the City’s Stormwater Utility Fund 233010 Account 63180.  In the event that the actual costs are higher than the estimated costs presented here, the City will be responsible for paying the difference.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE TEXAS DIVISION OF EMERGENCY MANAGEMENT (TDEM) HAZARD MITIGATION GRANT PROGRAM (HMGP), INITIATIVE PROJECTS, IN THE AMOUNT OF $912,000 WITH THE CITY DESIGNATING $228,000 OR MORE IN MATCHING FUNDS FOR A GENERATOR AT DORCHESTER LEVEE, ELECTRIC ACTUATORS AT DORCHESTER LEVEE AND LOW WATER CROSSING GATES ON CARRIER PARKWAY

 

Whereas,                       The City of Grand Prairie is a member of the National Flood Insurance Program; and 

Whereas,                      the City of Grand Prairie was impacted by the May 2015 flood events; and

 

Whereas,                      the City has determined three projects that would improve the health, safety and welfare for the citizens of Grand Prairie; and

 

Whereas,                      the Federal Emergency Management Agency (FEMA) offers grants through the Texas Division of Emergency Management (TDEM) to political subdivisions of the State of Texas for the implementation of projects that will mitigate or eliminate flooding; and

 

Whereas,                      the City of Grand Prairie’s Stormwater Utility has funding available to use as the local match;

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  Authorizing the City Manager to submit Federal Emergency Management Agency (FEMA) Hazard Mitigation Grand Program (HMGP) applications for three Initiative Projects (generator for Dorchester Levee, electric actuators for Dorchester Levee, and low water crossing gates) to the Texas Division of Emergency Management (TDEM) in the amount of $912,000 with City designating $228,000 or more in matching funds.

 

Section 2.  The City of Grand Prairie hereby agrees to provide matching funds of 25 percent or more of the cost of the initiative projects in the amount of $228,000 or more are hereby committed as local matching funds and the grant(s) received will only be used for the purpose of implementing the FEMA-funded project.
