Price agreement for building maintenance, repair and operating supplies and construction materials, tools and equipment from Lowes ($20,000) through a national inter-local agreement with National IPA (NIPA), HD Supply ($30,000) through a national inter-local agreement with US Communities, Fastenal ($170,000) through a national inter-local agreement with NIPA, W W Grainger ($250,000) through a national inter-local agreement (NIPA), and Home Depot ($280,000) through a national inter-local agreement with US Communities, at an estimated annual cost of $750,000, for one year with the option to renew for four additional one-year periods totaling $3,750,000 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

This contract will be for departments to utilize for the purchase of building maintenance, repair and operating supplies and construction materials, tools and equipment on an as needed basis. Each vendor through their national contract offers products and services used by multiple departments for every day operations and special projects.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including US Communities, NIPA, and NJPA.

The US Communities contract will expire December 31, 2021.
The NIPA contract will expire March 31, 2018.
Financial Consideration
The City spends an estimated $750,000 annually on building maintenance, repair and operating supplies and construction materials, tools and equipment. Payments for these items will be made from various departmental accounts budgeted for these items
