Analysis

The replacement fire boat is a planned FY19 CIP project.  The 26-foot customized PackCat boat from Munson Boats is the safest and most complete fire/rescue boat that meets the department's needs. Its features include an all aluminum hull, which will increase life expectancy of the watercraft as a whole.  The PackCat will also be able to ferry an ATV for either the Police or Fire Department, based on need, and has a nose with a ramp that lowers and drops the ferried vehicle to a remote location for more thorough searching.  The department's new sonar towfish will be permanently installed and will have a reel to easily maneuver the sonar.  The boat will still have firefighting capabilities and will increase the ability to respond to more varying types of calls. It will be outfitted with completely new equipment, none of which will be installed after market. 

 

A prepaid deposit of $10,000 for the boat was required by the vendor in order to begin its manufacture and was paid in September 2018.  The remaining $247,185 will be paid upon completion and receipt.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another government entities or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie participates in many cooperative agreements with various entities including the U.S. General Services Administration (GSA).

 

GSA provides state and local governments access to their cooperative purchasing program to purchase security and law enforcement equipment from GSA Schedule 84, technology products and professional services from GSA IT Schedule 70, and the IT Special Item Numbers on the Consolidated Schedule.

 

Munson Boats' GSA contract GS-07F-0442M will expire July 31, 2022.

 

Financial Consideration

Funding for the purchase of the replacement fire boat of $247,185 is available in the Fire Capital Projects Fund (400591), WO #01901003 (FY19 Fire Boat).
