Staff contacted Dallas County in early 2004 requesting that remaining IH 30 construction funds be used for the design of the IH 20 and IH 30 frontage roads as well as the design of Gifford Street and Bagdad Road at a 50/50 match with the City. Dallas County submitted a Supplemental Agreement for the funds which was approved by Resolution 4031 at the November 16, 2004 City Council meeting. Since that time, the City has completed the design of the IH 30 frontage roads between Beltline and MacArthur and 60% of the design for eastbound IH 30 between NW 7th and Beltline. In addition, the City designed the Park and Ride Facility and the related IH 30 frontage road necessary to serve the Facility.
The IH 30 frontage roads between Beltline and MacArthur exceeded the original budget with the City funding the change orders 100% and the City funding the Park and Ride Facility and related frontage road 100%. The Park and Ride Facility and related frontage road were not part of the original agreement with Dallas County and were not eligible for 50% reimbursement. Staff requested that TxDOT use available funding ($20 million) to design and construct the IH 20 frontage road instead of the City and County funding the design. This action removed $446,700 of Dallas County funds allocated for the design of IH 20 frontage roads. Staff then contacted Dallas County about moving those funds to pay: 1) 50% of the IH 30 change orders ($149,200), 2) 50% of the design of the Park and Ride Facility and related frontage road ($260,880,) and; 3) 50% of the completion of the local share of the design of the eastbound IH 30 frontage road between NW 7th and Beltline Road ($36,620).
By approving the Resolution authorizing the City Manager to enter into the First Amendment to the Supplemental Agreement, the City will be able to receive the remaining Dallas County funds in the amount of $446,700. All but the $36,620 for the design of the eastbound IH 30 frontage road project between NW 7th and Beltline will be eligible for immediate reimbursement upon approval of the First Amendment by both the City and Dallas County. The $36,620 will be eligible for reimbursement upon TxDOT’s acceptance of the design plans and environmental documents estimated to occur in about 2 years.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO THE FIRST AMENDMENT OF THE SUPPLEMENTAL AGREEMENT WITH DALLAS COUNTY FOR THE DESIGN OF IH 20 AND IH 30 FRONTAGE ROADS
Whereas, the Master Agreement Governing Transportation Major Capital Improvement Projects was authorized by Court Order No. 2001-814 dated April 24, 2011;
Whereas, the Master Agreement Governing Transportation Major Capital Improvement Projects was authorized by City Council Resolution No. 3708 dated December 12, 2009; and
Whereas, SH 161 fuel tax revenue dollars are available for funding construction of the IH 20 and IH 30 frontage roads; and
Whereas, the City of Grand Prairie designed the IH 30 frontage roads using a 50/50 match with Dallas County Funds; and
WHEREAS, the Design of the IH 30 frontage roads between Beltline and MacArthur exceeded the original budget; and
WHEREAS, the City of Grand Prairie designed the Park and Ride Facility and related IH 30 frontage road using 100% City funds; and
WHEREAS, the City of Grand Prairie will receive $292,960 Regional Toll Revenue funds and most provide $73,240 local share to complete design of eastbound IH 30 fronage road between NW 7th and Beltline; and
WHEREAS, Dallas County agrees to fund 50% of the design costs; and
WHEREAS, TxDOT will design the IH 20 frontage roads releasing $446,700 to the design of the IH 30 frontage roads; and
WHEREAS, the Grand Prairie City Council and the Dallas County Commissioners Court must approve the first amendment to the supplemental agreement to fund the design of the IH 30 frontage roads;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. THAT, the City Council authorizes the City Manager to execute and approve the first amendment to the Supplemental Agreement with Dallas County to design the IH 30 frontage roads using a 50/50 match with Dallas County funds.
