Analysis

This contract will be utilized for building repair services, renovations, upgrades and general contract maintenance services for all City owned facilities on an as needed basis.  Home Depot through their U.S. Communities contract and Pro Services program offers these services to the City with an annual rebate of 5%, 20% discount on paint, and volume pricing for bulk purchases.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as they have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master, inter-local cooperative agreements with various entities including U.S. Communities.

U.S. Communities is the leading national government purchasing cooperative. They provide world class, government procurement resources and solutions to local and state government agencies, school districts (K-12), higher education institutes and nonprofits that search for the best, overall supplier and government pricing.

The Home Depot, through their U.S. Communities contract #16154, is recommended due to their previous work with the City and satisfied reports from departments.  This contract was for an initial 5 year term beginning February 1, 2017 and expiring December 31, 2021 with the option to renew for five additional one-year periods.
