Analysis

On April 15, 2014, the Grand Prairie City Council approved a lease with Timeless Hangars, Inc. for the lease of land upon which to construct a hangar.  On December 9, 2014, the Grand Prairie City Council approved a lease with Staggerwing Development #4, LLC for the lease of land upon which to construct nine hangars.  Timeless Hangars, Inc. opted to construct twenty-five feet of concrete taxiway to extend the width of the pavement to accommodate larger aircraft.  When Staggerwing Development #4, LLC proposed their development, it was with the stipulation that they would continue the 25 foot taxilane extension.  Both developers designed and constructed their improvements to FAA standards and absorbed the cost in their development.  Timeless Hangars, Inc. constructed their taxilane extension.  Staggerwing Development #4, LLC constructed their taxilane extension through their construction contractor, Aerofirma Corporation.

 

Because the taxilane is common area that should be available to all airport users, the City has determined it to be in the best interest of the airport to retain full control of all taxilanes  The leases of both tenants will be amended to remove the taxilane area from the leases.  The City will reimburse the developers for the improvements.  Timeless Hangars, Inc., has submitted and estimate of $14,982 and Staggerwing Development #4 LLC has agreed to be reimbursed $11,300.

 

Reimbursement will be contingent upon execution of lease amendments removing the taxilane area from both leases.

 

Financial Consideration

Funding for the reimbursements is available by approving an ordinance transferring and appropriating $26,282 from the unobligated fund balance in the Airport Capital Project Fund (505292) to WO #01610903 (Taxilane Construction Reimbursement).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $26,282 FROM THE UNOBLIGATED FUND BALANCE IN THE AIRPORT CAPITAL PROJECTS FUND (505292) WO #01610903 (TAXILANE CONSTRUCTION REIMBURSEMENT).

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2015/2016 Capital Improvement Projects budget be amended by transferring and appropriating $26,282 from the unobligated fund balance in the Airport Capital Project Fund (505292) to WO #01610903 (Taxilane Construction Reimbursement).
