Contract with The Home Depot in the amount of $63,958 for new fencing, gates, sidewalks and landscaping revisions associated with the Epic Place pedestrian crossing area leading to the entries of the Epic and Epic Waters; additional fencing, gates and sidewalks are being implemented to separate vehicular traffic from pedestrian traffic to the greatest degree possible in an effort to improve patron safety; and authorize a $5,000 owner contingency and a $2,500 allowance for construction testing/review for a total funding request of $71,458

Analysis
Based on observations of pedestrian circulation habits from parking areas to the entries of the Epic and Epic Waters, it has been recommended by the City Manager’s Office, the Grand Prairie Police Department and the Grand Prairie Parks, Arts and Recreation Department that more controlled circulation conditions be implemented to direct patron movement to a single point of access across Epic Place to enhance safety. Work will include the addition of new concrete sidewalk pathways directing pedestrians to the main Epic Place central crosswalk. In addition, existing perimeter fencing between parking areas and Epic Place will be extended in order to funnel the flow of patrons into and out of the Epic and Epic Waters. Where adjacent vehicular drives currently exist, these areas will be provided with retractable gates so as to divert vehicular traffic away from the main pedestrian thoroughfare and into parking areas via the additional access points already in existence.
With a completed design package produced by the Landscape Architect (TBG Partners) for the Epic and Epic Waters projects, pricing of construction cost was achieved via a multiple bid process including The Home Depot and Hill & Wilkinson General Contractors. In the end, The Home Depot submitted the lowest responsive bid of $63,958 which represented an approximate $5,000 savings when compared to the additional pricing received. The project will be procured via the existing co-operative purchase agreement the City has with The Home Depot.
The above construction items will be included in the contract with The Home Depot for a total contract amount of $63,958.

Funding in the total amount of $71,458 is available from in the FY 2018/2019 Redlight Safety Fund (3104-280490-68020) (Misc Improvements).
