Analysis

As part of the City’s ongoing Capital Improvements Program, aging, high maintenance wastewater and water lines are recommended for replacement by the Water Utilities staff on a yearly basis.  City staff has prepared plans and specifications to replace aged  wastewater  and water mains located adjacent to each other behind the property addressed at 2515 W. Jefferson St. These lines run perpendicular behind this property connecting to existing lines on Jefferson and W.E. Roberts The wastewater main includes approximately 1,054 linear feet of 8” wastewater pipe replacement, 5 new wastewater manholes, approximately 385 square yards of pavement replacement, approximately 1,300 square yards of sod replacement, and approximately 600 linear feet of 8’ chain link security fencing replacement.  The water main includes approximately 770 linear feet of 8” water pipe replacement, a temporary 2” water main in order to maintain water service during construction, and approximately 275 square yards of sod replacement.

 

The City of Grand Prairie advertised and received four (4) proposals for this project on Tuesday, June 6, 2017.  Below is a summary of qualified proposals and their respective proposed contract amounts:

This project was bid using the Competitive Sealed Proposals method, which allows the City to select a contractor based upon the best value for the City based upon the ranking criteria specified in the bid documents.  An evaluation committee consisting of City personnel then ranked each contractor based upon the ranking criteria.  The evaluation committee reached a consensus that Excel 4 Construction LLC’s proposal represented the best value for the City for this project.

 

Staff recommends that this project be awarded to Excel 4 Construction LLC for the contract amount of $375,319.00.

 

Project is anticipated to begin in August 2017 with a construction timeline of 180 calendar days until completion.

Funding for the construction contract with Excel 4 Construction LLC in the amount of $375,319.00 (68540) for W.E.
