Analysis
As part of the calendar year 2015 annual budget for the Housing Choice Voucher (Section 8) Operating Fund (300192), the City Council approved the purchase of three (3) vehicles to be paid with funding provided by HUD.  One vehicle will replace an existing vehicle in Housing's fleet according to the city replacement schedule.  Purchases are summarized below:
 
1.      $24,940 for one (1) vehicle will be replacing a Toyota Prius, the oldest vehicle in Housing's fleet,
2.      $49,880 for two (2) vehicles will be additional vehicles to Housing's fleet.
 
Chapter 271.102 of the Local Government Code authorizes local governments may participate in a cooperative purchasing program with another local government or local cooperative organization. Each to perform governmental functions or services including administrative functions normally associated with the operation of government.  The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including TPASS.
 
The Texas Procurement and Support Services (TPASS) has established, as an alternative purchasing method, the use of Texas Multiple Award Schedule (TXMAS) contracts that have been developed from contracts awarded by the federal government or any other governmental entity of any state.
Financial Consideration
Funding in the amount of $74,820 is available in the Section 8 Operating Fund (300192-68651-64015009).  Federal appropriations awarded by HUD for calendar year 2015 will be used to purchase these vehicles.
