Analysis
Staff requests that the City change the street name of a portion of Oakdale Road that will be "cut-off" from the balance of Oakdale Road once the realignment and intersection shift of Oakdale Road and Roy Orr Boulevard is complete. This affected section of Oakdale Road is approximately 1100 feet in length and runs in a primarily north/south direction. The street name change will have the biggest impact to the citizens living in the Stonetown RV Park, which is one of three properties currently addressed from this section of Oakdale Road. The Stonetown RV Park has 47 RV spaces that each of unique addresses for mail delivery. The remaining two properties are not developed. During the public information meeting held on October 27, 2016, staff received one letter of opposition. No other comments have been received.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, RENAMING A PORTION OF OAKDALE ROAD, AN EXISTING PUBLICLY DEDICATED TWO-LANE ASPHALT STREET BEGINNING AT THE INTERSECTION OF ROY ORR BOULEVARD AND OAKDALE ROAD AND EXTENDING SOUTHERLY A DISTANCE OF APPROXIMATELY 1100 FEET TO THE Intersection OF THE NEW OAKDALE ROAD EXTENSION, FROM OAKDALE ROAD TO OAKDALE LANE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City approved plans shifting the existing intersection of Oakdale Road with Roy Orr Boulevard farther south, and
WHEREAS, the construction of the Oakdale Road realignment and shifting of said intersection is nearly complete, and
WHEREAS, the “old” segment of Oakdale Road must be renamed for addressing and emergency response purposes; and
WHEREAS, city staff prepared a location map, Legal Notice and property owner notification list with the names and addresses of all property owners affected by the request, and
WHEREAS, on October 12, 2016, Notice of the required informational Public Meeting was sent to all property owners owning property located within 300 feet of the Oakdale Boulevard, such Notice, including the time and place of said Public Meeting, having been given at least fifteen (15) days prior to said Public Meeting, and
WHEREAS, on October 18, 2016, city staff presented the street renaming request to the City Council Development Committee (CCDC) and following discussion on the matter the Committee recommended approval of said request, and
WHEREAS, on October 27, 2016, city staff held a public informational meeting open to all affected property owners, and
WHEREAS, on November 8, 2016, city staff presented the street renaming request to the Public Safety Committee and following discussion on the matter the Committee recommended approval of the request, and
WHEREAS, Notice was given of a public hearing to be held by the City Council of the City of Grand Prairie, Texas, in the City Council Chambers at the Grand Prairie City Hall Complex, 317 W. College Street at 6:30 o'clock P.M. on November 15, 2016 to consider the adoption of an ordinance accepting said new street name, and as all citizens and parties at interest were notified that they would have an opportunity to be heard, such Notice, including the time and place of such hearing, having been given at least ten (10) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1: That the portion of Oakdale Road, as depicted on the attached Exhibit A - Location Map and running in generally a north-south direction, is hereby renamed Oakdale Lane.
SECTION 2: That the maps, traffic register, and affected street signs of the City of Grand Prairie shall be changed to reflect the new street name.
SECTION 3: That the City Manager shall direct city staff to communicate this ordinance to the U.S. Postal Service and other agencies to effect the street name change to their respective records.
SECTION 4: That this ordinance shall be in full force and effect from and after its passage and approval.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS THIS 15th DAY OF NOVEMBER, 2016.
