Analysis
The Police Department’s Communications Center seeks to continuously provide a high level of service to the first responders, citizens and visitors of the City of Grand Prairie.
The Communications Center serves as the nerve center for various emergency services and can handle an extraordinary amount of Emergency Medical calls per week.
The Communications Center is seeking to maintain a high level of professionalism in quality assurance and performance standards. The industry standard in Emergency Medical dispatch is to utilize a 3rd party review of the Communications Center’s protocol and performance. The National Q Service (EMD) is an expert case review and quality assurance feedback to each Emergency Medical Dispatcher who performs Emergency Medical Dispatch services on 9-1-1 calls.
Priority Dispatch System Corp provides this relatively new and proprietary service offered through the exclusive partnership between Priority Dispatch Corp and the authors of the International Academy of Emergency Medical Dispatch protocols and procedures. Sole source purchases are exempted from bidding requirements as stated in Section 252 of the Local Government Code.
The Public Safety, Health and Environmental Committee reviewed this item on April 1, 2019 and recommended that it be forwarded to the City Council for approval.
Financial Consideration
Funding for a price agreement for the Communications Center's Client Performance Review Software with Priority Dispatch Corp in the amount of $27,666 is available through the FY 2019 Tarrant County 911 PSAP grant. Funding for additional years will be paid from that year’s approved budgets and additional PSAP grants.
