Analysis
In 2012, Dallas County engaged Kimley-Horn (KH) to provide a Bridge Scour and Bridge Condition Assessment Study. The study noted that erosion presented a significant risk to the bridge's substructure. Since funding was not immediately available at the time to implement the Study's preferred technical alternative of replacing the bridge, an interim erosion mitigation measure was proposed. In 2013 Dallas County engaged KH to design the interim erosion mitigation measure to protect the bridge's header banks and abutments against further erosion and to structurally reinforce the bridge bents. The City of Grand Prairie (City) and Dallas County (County) requested KH to perform the tasks necessary to develop the preliminary design to replace the existing bridge with a new bridge.
The ultimate typical street section for Rock Island Road will be four-lane divided. The proposed crossing at Bear Creek will be two, twin bridges matching the 4-lane divided typical section and is anticipated to be approximately 320 feet long. A hydraulic study will be performed on Bear Creek as a part of the preliminary design to determine the actual length and elevation of the bridge structures. The preliminary design for both (twin) bridges will be provided. The City and County will phase the implementation of the ultimate road and bridge improvements by just building one of the two proposed bridges. The length of embankment and roadway improvements beyond the ends of the new bridge will be limited to the shortest distance that will allow the roadway to tie back into the existing two- lane roadway. This phase of the project will also include evaluation of potential impacts to current and proposed Dallas County Flood Control District No. 1 and Trinity Rail Express (TRE) infrastructure in the immediate area of the proposed bridges. Preliminary design for the demolition of the existing bridge, approaches, and header banks will be provided to improve existing channel geometry and to reduce stream velocities and other erosive concerns in the immediate area of the proposed bridges. The scope of this project does not include any analysis or erosion mitigation alternatives associated with the existing TRE bridge and its structural channel lining. Preliminary design of City utility crossings and coordination with franchise utilities are also included as a part of this scope.
The new bridge and future bridge will require new embankments within the existing floodplain to serve as the proposed bridges' header banks and roadway approaches to the bridge. Coordination with the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), the City of Grand Prairie, the City of Irving, the Trinity Rail Express (TRE), and the Dallas County Flood Control District No. 1 will be required. It is anticipated that the project will fall under a Nationwide Permit 14 (NWP-14) for linear transportation projects and an individual permit is not anticipated. Only the preliminary jurisdictional determination and Endangered Species Act (ESA) compliance will fall under this scope. Permit development and USAGE coordination will be developed in the final design phase under a future scope of services.
Hydraulic modeling and design for this project will be based on the Preliminary FIRM model provided by Halff and Associates on behalf of Dallas County and the City of Grand Prairie. This is a joint project with the City of Grand Prairie and Dallas County. For this project, the preliminary design contract will be with the City of Grand Prairie and the future final design contract will likely be with Dallas County. We understand that the City of Grand Prairie will remain the lead managerial agency for this project throughout preliminary design.
On January 24, 2017 the City Council approved an Interlocal Agreement with Dallas County to fund the preliminary design in the amount of $150,000 with agreement for Dallas County to provide matching funding in the amount of $150,000 for the total amount of $300,000. The contract with the Consultant in the amount of $293,500 is with the City of Grand Prairie and to be reimbursed by Dallas County for their share.
On February 6, 2018 a professional contract for engineering services was awarded to Kimley Horn and Associates by the City of Grand Prairie (18-7578) in the amount of $293,500. The original scope was based on a baseline hydraulic model being provided to begin the hydraulic analysis. The scope was also based on analyzing the 100-year storm event for the hydraulic analysis. Kimley Horn determined that the limits of the 2016 Preliminary model did not include the Rock Island Road bridge. Through two coordination meetings, it was decided that Kimley Horn would develop a baseline model by combining the 2016 Preliminary model and the 2017 Current Effective model. Analysis of the 500-year storm event was also brought up during the coordination meetings as a requirement for Dallas County Flood Control District No. 1 and the City of Irving. Because of these additional items, the scope of services includes additional engineering analysis and coordination to create a baseline hydraulic model and determine the impacts of the 500-year storm event. The amendment/change order 1 to the Interlocal funding agreement with Dallas County in the additional cost of $50,000 (Split by the City and Dallas County) is for a revised total amount of $350,000 ($175,000 for the City of Grand Prairie and $175,000 from Dallas County) will fund the additional professional work required for the preliminary design.
The current proposed Change Order Amendment #1 in the total amount of $38,400 provides for the additional Hydraulic Analysis and Agency Coordination.
The 30 percent design for this project is anticipated to be complete April 2019. With approval of the current Amendment/Change Order No. 1 the grand total contract amount will be $331,900.
Financial Consideration
Funding in the amount of $38,400 is available by appropriating and transferring from the unobligated fund balance of Street Capital Projects Fund (400192) to WO #01808303 (Rock Island Rd. Bridge at Bear Creek (with Dallas County).

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2018/2019 Capital Improvment Project Budget be amended by appropriating $38,400 from the unobligated fund balance in the Street Capital Projects Fund (400192) WO#01808303 (Rock Island Rd. Bridge at Bear Creek (with Dallas County)).
