Analysis
This request is being initiated by the City of Grand Prairie after determining that the existing name has created some confusion with the motoring public and causing certain delivery trucks to be routed through adjacent neighborhoods. This has created various problems including power poles and utilities being destroyed and residents left without power. Staff was looking at ways to reduce the amount of truck traffic through the surrounding residential areas.
The Public Safety Committee was unable to meet but was made aware of this possible name change. The City Council Development Committee met on May 12, 2015 was in agreement to consider the effects of the request.
Property owner notifications were mailed on April 30, 2015, notifying recipients of the City Council hearing on May 19, 2015. Staff received one response to the notifications in which the owner of a business located on Gifford Street indicated support for the street name change. Staff has had meetings with various tenants along Gifford in the Grand Lakes Business Park. Additionally on Thursday, May 14th a meeting was held that was a result of mailing notices to property owners within 300'of the proposed street name change. There were four attendees at the meeting. Attendees included representatives from Keystone Automotive, LKQ, Duke Realty and Sowell Company. The attendees are very supportive of trying to limit the amount of truck traffic that was getting into the adjacent neighborhood. The general discussion at the meeting centered around the impacts on the proposed street name change on the business operations. Those impacts shared during the meeting included having to change address information on company brochures, company marketing materials, customer mail-outs, customers/vendors for accounts receivable, on-line yellow pages and other online services. Because of these impacts the attendees would rather leave the street name unchanged. Most of the attendees stated they would try and attend the City Council meeting.
If the street name is changed, City Staff will notify affected properties and provide an implementation date. On that date staff will update City records and notify the Postal Service and other agencies to update their records and new street signs will be installed. Attached is the area to be consider and list of property owner to be notified.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS RENAMING THE ROAD SEGMENT RUNNING IN AN EAST/WEST DIRECTION AND LOCATED BETWEEN GRAND LAKES BOULEVARD AND NE 33RD STREET FROM GIFFORD STREET TO GRAND LAKES BOULEVARD AND RENAMING THE ROAD SEGMENT RUNNING IN AN EAST/WEST DIRECTION AND LOCATED BETWEEN GRAND LAKES BOULEVARD AND RUNNING EAST TO ITS TERMINUS FROM GIFFORD STREET TO GRAND LAKES WAY. A DEDICATED PUBLIC STREET IN THE CITY OF GRAND PRAIRIE, TEXAS
WHEREAS, There exists in the City of Grand Prairie, Texas a segment of a dedicated public street named Gifford Street, as depicted on the attached Exhibit "A", running in an east-west direction and extends from N.E. 33rd Street and runs to its terminus to the East; and
WHEREAS, Renaming the road segment running in an east/west direction and located between Grand Lakes Boulevard and NE 33rd Street from Gifford Street to Grand Lakes Boulevard and renaming the road segment running in an east/west direction and located between Grand Lakes Boulevard and running east to its terminus from Gifford Street to Grand Lakes Way, is recommended in order to improve emergency location reporting and emergency services response for properties on this segement of Gifford Street and circumvent any confusion by the motoring public traveling to businesses located on the segement of Gifford, and
WHEREAS, Notice was given to property owners of the City Council hearing on May 19, 2015 to take public comment and input regarding the proposed street name change, and
WHEREAS, Notice was further given of a public hearing to be held by the City Council of the City of Grand Prairie, Texas, in the City Council chambers at the Grand Prairie City Hall Complex, 317 W. College Street at 6:30 o'clock P.M. on May 19, 2015 to consider the adoption of an ordinance implementing the street name change, and all citizens and parties at interest were notified that they would have an opportunity to be heard, such Notice of the time and place of such hearing having been mailed to surrounding property owners at least fifteen (15) days prior to such hearing.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1: That the road segment currently named Gifford Street, as depicted on the attached Exhibit "A" and incorporated herein by reference, running in an east/west direction and located between Grand Lakes Boulevard and NE 33rd Street shall henceforth be named Grand Lakes Way; and further providing that the road segment currently named Gifford Street located east of N.E. 33rd Street to its terminus shall hence forth be named Grand Lakes Way.
SECTION 2: That the maps, traffic register, and affected street signs of the City of Grand Prairie shall be changed to reflect the new street name.
SECTION 3: That the City Manager shall direct city staff to communicate this ordinance to the U.S. Postal Service and other agencies to effect the street name change to their respective records.
SECTION 4: That this ordinance shall be in full force and effect from and after its passage and approval.
