Analysis
These contracts are for the replacement of the roof and 5 of the 7 HVAC units at the Housing and Neighborhood Services Building. Staff proposes replacement of 5 HVAC units due to the units being at the end of their useful life and due to the use of R22 refrigerant, which is no longer widely available due to the EPA phase out in 2014. Staff proposes replacement of the roof as the current roof is deteriorated and has begun to let moisture within the structure. Staff has attempted to patch these leaks, but at this point recommends full replacement.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities and Buyboard.
Staff recommends award to Garland/DBS for the roof replacement through their US Communities contract #14-5903, Trane for the HVAC equipment and installation through their US Communities contract #02-10594-16-008, Entech for valve and flex line installation through their Buyboard contract #461-14 and Enviromatic Systems for reliable control installation through their Buyboard contract #458-14. These vendors recent successful completion of several City projects attributed to this recommendation.
Financial Consideration
Sufficient funding is available in the Section 8 Administrative unobligated fund balance to be transferred to the Section 8 Administrative Budget (300192) Building Maintenance (63010) and HVAC System (68014) for Calendar year 2016 (64016009).
