Analysis
The City Council at their November 16, 2005 meeting approved a contract with Halff Associates for the design and environmental documents for the eastbound IH 30 frontage road between NW 7th and Beltline Road. Halff Associates completed approximately 60% of the design work when TxDOT informed the City that they would no longer review plans because the construction was not fully funded. So, the City cancelled the remaining contract by City Council action at their October 7, 2011 meeting which moved $159,010 from the project.
Prior to the October City Council meeting, Staff met with representatives of the NCTCOG and requested additional funds for construction to complete the design. The Regional Transportation Council (RTC) approved the additional funds shortly thereafter. The City will receive the RTR funds in advance ($292,960) and will need to provide a 20% match ($73,240) for the design contract with Halff Associates. Halff Associates will complete the design and environmental documents in the amount of $366,200.
TxDOT will be responsible for reviewing the plans and environmental documents as well as providing the environmental clearance. In addition, TxDOT will let the frontage road construction using RTC approved funds at no additional cost to the City unless we request certain aesthetic improvements (enhancements).
Financial Consideration
Funding from TxDOT will furnish $292,960 RTR funds, and the City will match with $73,240, by approving an ordinance transferring and appropriating from the Reserve Contingency for at Risk Transportation Projects, in the Street Capital Projects Fund (400192). Dallas County will reimburse the City for $36,620 (50%) upon TxDOT approval and acceptance of the design plans and environmental documents.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2011/2012 Capital Improvement Projects Budget be amended by transferring and appropriating $73,240 from the unobligated fund balance in the Street Capital Project Fund (400192) to Grant (300592) #I30B (IH-30 FRONTAGE ROADS)
