Analysis

On April 3, 2018 the City Council approved an architectural design contract with Magee Architects (18-7761) for design of phase two renovations and additions to the Fleet Services Service Center in the amount of $453,425, a 5% design contingency in the amount of $22,671, and a not-to-exceed $14,575 reimbursable allowance for a total of $490,671. The goal was to complete all necessary design associated with the recommendations and improvements of the comprehensive facility review to meet the ever-changing needs of the growing city.

 

With the design process nearing a point of needing important cost estimation and constructability review, an RFP #18108 solicitation was advertised by the City in accordance with State law with respondents to the RFP required to submit their proposals no later than July 19, 2018.  Seven (7) Construction Managers responded to the RFP.  The selection committee reviewed and scored all of the proposals and ultimately made the decision that the selection of Modern Contractors was in the greatest interest and represented the best overall value to the City of Grand Prairie.  In addition, a decision to not conduct optional interviews was made based on existing knowledge of the responding Construction Managers and the respective/corresponding dispersion of pricing.  As a result, Modern Contractors is being recommended to City Council for the Pre-Construction CMAR contract award.

 

While the committee appreciated having outstanding groups to choose from, Modern Contractors' solid and very recent experience in service center construction (including phase one of the Grand Prairie service center) was a significant factor weighing in their favor, along with their competitive proposal numbers.  The committee came away with the sense that Modern Contractors' successful experience would result in a significant advantage to the City.

 

The Construction Manager at Risk pre-construction services involves development of conceptual project estimates, preliminary construction schedule, value engineering considerations and constructability review during the Design Phase.

 

Pending determination of a final project construction cost within the planned overall budget, a subsequent contract award shall be comprised as bid by Modern Contractors of: (1) approximately $115,000.00 for field and office staff; (2) approximately $133,763.00 for General Conditions; and (3) approximately $150,000.00 for construction services fee (based on a 2.50% fee applied to a placeholder construction cost at the time of RFP response).  A guaranteed maximum price (GMP) will ultimately be confirmed and brought before Council for final overall project cost award and approval.

 

Should City Council approve Modern Contractors for the phase two CMAR contract award as recommended, City staff will begin working with Modern Contractors and Magee Architects on finalizing design and beginning the process of obtaining CMAR bids from Subcontractors. Once available at a later date, the final GMP construction cost amount will be presented to City Council for consideration and approval as an amendment to this initial pre-construction contract.

 

This item was taken to the Finance and Government Committee on August 7, 2018 for their review and recommendation for approval.

 

Financial Consideration

Funding in the total amount of $1,000.00 is available in the Municipal Facilities Capital Projects Fund (405090) WO #01816901 (General Service Center Phase II)
