Analysis
On June 1, 2010, Council approved a construction contract with Tri-Tech Construction Inc. in the amount of $1,061,162.20.
 
This project provided for the installation of approximately 2,130 linear feet of storm drain main; approximately 2,040 linear feet of water main, 1,965 linear feet of wastewater main, and 4,875 square yards of asphalt pavement replacement as well as various items related to the installation of storm drain, water, wastewater and pavement installation along Sandra Lane.
 
Change Order No. 1 provided for plan sheet modifications only.  No additional funding and days were required.
 
Change Order No. 2 in the amount of $37,066 provided for pavement repairs along Prairie Lane from Alspaugh Lane to Nadine Lane.  These pavement repairs were needed due to the deteriorated condition of the existing pavement from Alspaugh to Nadine Lane, made worse due to the construction traffic for the installation of the sanitary sewer line.  The pavement repairs included the reclamation of the existing asphalt pavement and mixing it with cement to reuse as a base material.  After the reclaimed base material was placed, a surface treatment of 2" of Type "D" hot mix asphaltic concrete pavement was placed on top of the reclaimed base completing the repairs. 45 additional calendar days of construction was added to complete the proposed work.  The original completion date of the contract was February 22, 2011.  The revised completion date was changed to April 8, 2011.
 
The current proposed Change Order No. 3 provides for a revision in the construction method and materials for the removal and replacement of the existing pavement along Sandra Lane distrubed due to the storm drain and utility installations.  The initial pavement cross section recommend by the geotechnical engineer required the removal of the existing asphalt pavement and the installation of a 10 inch flexible base with a 6 inch Hot Mix Asphaltic Concrete overlay.  It is recommended that a 6 inch reclamation of the sub base material mixed with cement and over layed with 2 inches of Hot Mix Asphaltic Concrete (similar to the work performed on Nadine Lane and Prairie Lane) should be sufficient. A reduction of ($210,271) from the current scope of work with an increase of $100,724 for the recommended work for a cost savings in the amount of ($109,547) requires Council action.  The revised total contract amount is $988,681.20.
 
Financial Consideration
State statues require City Council approval of a change order when the cumulative cost of this change order exceeds $25,000.  With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $25,000 without additional Council approval.  Also, the City, as an owner, reserves the right to increase the amount of the work to be performed in a given construction contract by an amount not to exceed twenty-five (25%) percent of the original bid.  This amount of this contract is $1,061,162.20 and the 25% value of this contract is $265,290.55.
 
Multiple funding sources (Water (500592) WO #066103401-03, Wastewater (500692) WO #066104001-02, Stormwater (401592) WO #066101701-03 and Streets (400192) WO #066106301-03) are used on this project. This change order affects only the street section.
 
No additional funding from Streets Capital Projects Fund (400192) WO #066106301-03 (Sandra Lane) is required for this change order request.
