Analysis

In May 2002, the City Council approved a resolution for the City of Grand Prairie to enter into a Local Project Advance Funding Agreement (LPAFA) with Texas Department of Transporation (TxDOT) for the Lakeridge Pkwy project from Polo Road to IH20. This LPAFA (CSJ 0918-45-608) was to effectuate their agreement to prepare preliminary engineering (schematic, environmental assessment plans, specifications and estimate) for the extension of Lake Ridge Parkway from IH 20 to Polo Road.

On January 17, 2006, the City Council approved a resolution to enter into a LPAFA for the widening and extension of Lakeridge Parkway between Great Southwest Parkway and Interstate Highway 20. Upon notification from TxDOT, the City began the right-of-way acquisition process by employing a firm familiar with State and Federal regulations. In December of 2008, a professional services contract with Halff Associates, Inc. was approved by City Council E.1 for the appraisal and right of way services.

On December 9, 2008, the City Council E.2 approved a resolution authorizing a local transportation project advance funding agreement for the widening and extension of Lake Ridge Parkway between Great Southwest Parkway and IH20 at SH 161.

On May 19, 2009, the City Council approved a mitigation contract with Landscapes Unliminted, LLC for 28.3 acres of woodland mitigation, based on TxDOT's resources analysis. At that time, the City's contribution for the projects construction was estimated as $6,121,664.

On September 15, 2009 Council approved (B.21) a Project Supplemental Agreement with Dallas County for Lakeridge Parkway between IH 20 and Great Southwest Parkway. The Project Supplemental Agreement allowed for Dallas County to share in the cost of the Lakeridge project in the amount of $1,000,000.

The project was broken into three sections for administration by TxDOT:

1. The right of way section (separate agreement 0918-45-797) was an 80/20 split between the City of Grand Prairie and State of Texas. The City of Grand Prairie negotiated and paid all of the right of way expenses in the amount of $4,770,973.70 and was refunded the 80% amount of $3,914,778.96.

2. The environmental section was an 80/20 split between the City of Grand Prairie and State of Texas also.  Original estimate was $2,397,340 with the Grand Prairie portion being $479,468. Actual costs came in under and the City of Grand Prairie was refunded $154,639.45.

3.  The construction only section was originally estimated at $22,077,067 plus direct costs for a total of $24,505,544. TxDOT required the City to deposit $6,121,664 which they did in September 2010. Because the original bid came in at $18,679,964.95 vs the original estimated bid of $22,077,067.00, the City of Grand Prairie requested a refund in the amount of $1,000,000. The funds were received via check No. 124428436 from the Texas Comptroller Public Account on April 15, 2011, and returned to the Street Capital Projects Fund for allocation to other projects. Making the City funds held by TxDOT for the construction at $5,121,644.

The project was let by Dallas TxDOT and administered with State of Texas Funds and City of Grand Prairie funds only. The State of Texas was only responsible for 80% of the original construction bid and 80% of the TxDot administration fees that were not specified as betterment items for the City. The City of Grand Prairie was responsible for 20% of the original bid , 20% of the TxDot administration fees , 100% of the betterment items and all of the change orders.

Due to unresolved issues between the contactor and TxDOT, TxDot did not complete their final reconciliation until mid 2019.

Final construction project cost was $20,907,067.55. But because the State of Texas only paid 80% of the original bid and 80% of the original TxDOT administration costs ($14,658,896.45), the City of Grand Prairie was responsible for the remaining $6,248,175.80 leaving a short-fall due to TxDot for the project of $1,126,511.80.

Total spent to date in Grant 300596 LRPM is $12,210,191. ($4,490,000 TxDOT, $950,000 Dallas County, $2,286,500 TIF 2, and $4,483,691 Street CIP Funds) With approval of this agenda item, cost will be revised to $13,336,703 of which City of Grand Prairie Street CIP funds allocation will be $5,610,203.

 Financial Consideration

Funding in the total amount of $1,126,512 is available by appropriating and transferring from the unobligated fund balance of the Street Capital Projects Fund (400192) to Grant 300596 LRPM.
