Halff Associates was hired to design improvements to remedy soil movement along the two (2) existing pedestrian bridges at The Summit, flatwork improvements to two entrances to the Summit and two entrances to the Public Safety Building and to alleviate erosion concerns along the existing Warrior Creek channel to include landscaping improvements.
On September 16, 2014 the City Council rejected the bids received on August 20, 2014 for the above work primarily due to the fact that they exceeded the City's budget for the project. The project was to be re-bid with a modified scope to focus primarily on the two pedestrian bridge repairs and the flatwork improvements at the summit and Public Safety Building entrances. The work was to be separated for bidding purposes, with the landscaping and additional erosion improvements at Central Park to be budgeted at a future date.
Halff Associates has prepared the plans and specifications for the two separated pedestrian bridges to the Summit to include some minimal required erosion repairs and the the project was bid as follows:
Repair two (2) existing pedestrian bridges in front of The Summit due to soil movement, to include construction of four (4) new bridge abutments and wing walls (two (2) per pedestrian bridge), construction of eight (8) 24-inch vertical drilled shafts with an approximate depth of 67 vertical feet per drilled shaft (two (2) drilled shafts per abutment), removal and re-installation of both pedestrian bridges, demolition and removal of the four (4) existing pedestrian bridge abutments, removal and replacement of approximately 125 square yards of sidewalk, 425 cubic yards of rock rip rap installation, and miscellaneous related items of work.
With the construction of a new bridge approach, the existing pedestrian bridges will be moved to a location immediately adjacent to the existing bridges. This will allow the use of the existing bridges until they are moved to the new location. The old approaches will then be removed.
The City of Grand Prairie advertised and received eight bids for this project on Wednesday October 22, 2014.

Halff Associates and Staff recommend that this project be awarded to GHB Equiptment for the low bid amount of $355,875.
Project is anticipated to start in November 2014 with a construction timeline of 90 calendar days until completion.
Please note that Halff has completed the plans and specifications for the flatwork improvements at the summit and Public Safety Building entrances, and they are in the proccess of being bid.
Financial Consideration
The bids received are within the budget for this project.
Funding in the total amount of $410,662 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Summit Center Fund (312910).

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2014/15 Summit Center Fund Budget be amended by transferring and appropriating $410,662 from the unobligated fund balance for the Summit pedestrian bridge improvements.
