Price agreement for repairs and replacement of roofing materials with Garland/DBS, Inc through a national inter-local agreement with US Communities at an estimated annual cost of $700,000 for this one-year term agreement with the option to renew for an additional one-year period totaling $1,400,000 if the extension is exercised, and authorize the City Manager to execute the renewal option with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
This contract will be utilized by Facility Services for scheduled repairs and/or replacements of citywide buildings such as Municipal Court Building and Service Center, Fire Stations, etc. In addition, this agreement will be available for roof repairs/replacements at other city buildings on an as needed basis.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including US Communities.

The US Communities Garland/DBS contract is 14-5903 expires 12/31/17.
Financial Consideration
Funding is available in the FY 2014/2015 Capital Improvement Program (CIP), Municipal Facilities Capital Projects Fund, WO #01502203 and #01502303). Additional funds are included in the FY 2015/2016 Propose CIP.
