Analysis
On January 9, 2018 the City Council approved a general wastewater support contract with Espey, Inc. DBA as RPS in the amount of $60,000 with a 5% contingency of $3,000 for a total requested approval of $63,000. (18-7481)
Espey Engineering firm developed the City's Wastewater Master Plan and has long provided related on-going engineering support for various wastewater issues to include hydraulic modeling, verification and testing of TRA billing meters and assisting in obtaining 15% principal forgiveness and interest subsidized loans for the Texas Water Development Board. This contract continues that support as well as addressing other wastewater issues that may arise
The current amendment/change order No. 1 in the amount of $78,132 will provide construction administration services for the Fargo Rehabilitation Ph 2 project, assistance with CWSRF 2019 application and general support for other wastewater issues.
Financial Consideration
Funding for the Professional Engineering Contract for Additional General Wastewater Support with Espey, Inc DBA as RPS in the amount of $78,132 is available as follows:
1. $35,840 is available in the Wastewater Capital Project Fund (500692) WO #01812801 (Consultant Support WWST Master Plan) 61039 (Professional Services)
3. $42,292 is available by appropriating and transferring from the unobligated fund balance of Wastewater Capital Project Fund (500692) to WO #01812801 (Consultant Support WWST Master Plan) 61039 (Professional Services)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2017/2018 Capital Improvement Projects Budget be amended by appropriating $42,292 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) WO #01812801 (Consultant Support WWST Master Plan)
