PURPOSE OF REQUEST:
Faith and Fellowship Missionary Baptist Church is proposing to add an addition to their existing building. They are proposing to increase their building 9, 014sqft; making the total size of the building 17,648sqft. The original building was building before a site plan was required. Because of the size of the new addition, a site plan approval is required.

BACKGROUND:
July 16, 1985: City Council approved ordinance 3817, changing the zoning from Planned Developments 24, 25 and 26 to Planned Development 173 for Commercial uses on the subject tract of land.
August 18, 2015: The Planning staff processed an application for the approval of a site plan.
September 21: A legal notice was of the upcoming public hearing was published in the Fort Worth Star Telegram.
September 24, 2015: The Development Review Committee (DRC) meeting was held. Staff met with the applicant to discuss the proposal. The proposal was cleared to move forward subject to conditions found in the recommendation section of this report.
September 25: A legal notice of the upcoming public hearing was mailed to affected property owners and a sign was posted on the property in accordance with the UDC.
October 5, 2015: This item is scheduled to be heard by the Planning and Zoning Commission.
October 13, 2015: This item is scheduled to be heard by the City Council.
PROPOSED USE AND CHARACTERISTICS
General Site Design
This development was constructed prior to 1985, when the Planned Development Ordinance was adopted by city council; no site plan was required to be approved prior to the Planned Developments adoption. The applicant is proposing an expansion of the building. The original building’s size is 8,634sqft. 4,312sqft of the building will be demolished to make room for a 13,326sqft addition, creating a new 17,648sqft building; a 9,014sqft increase (204%).
Building Elevations
Planned Development 173 defers to the Commercial District zoning requirements of the Unified Development Code for this tract. All buildings in a Commercial District require all elevations of to be constructed of 100% masonry. The proposed plan shows the building will be constructed of 100% masonry.
Parking and Access:
No changes are being proposed to the parking or access to the site.
The parking will meet the minimum requirements of the UDC for religious institutions. Based on the parking requirements of Article 10 of the Unified Development Code (1 parking space per 3 seats in the worship area), this site requires 70 parking spaces; the site will have 80.
Landscape and Screening:
The landscape plan is substantially in compliance with the UDC. The minimum landscaping required for this property is 3,450sqft. The site has and will provide over 17,000sqft of landscaping and will meet the planting requirements of Article 8 of the Unified Development Code. The landscape plan shows 7 trees and 74 shrubs.
CONFORMANCE WITH COMPREHENSIVE PLAN:
The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan shows this area as appropriate for low density single family residential uses. Since religious institutions are allowed by right in any zoning district, this proposal is consistent with the FLUM.
APPEALS AND EXCEPTIONS:
No appeals are being requested.
RECOMMENDATION:
The Development Review Committee recommends approval of the proposed site plan with the conditions that the property is platted before construction and any outstanding comments found the City Case File, #S151006, must be addressed.
