Analysis
The Office of Emergency Management (OEM) is seeking ratification of the FY2019 Urban Area Security Initiative (UASI) Grant application; and if awarded, authorize the City Manager to accept funding by signing the Sub-Recipient Agreement and other grant related documents from the Office of the Governor-Homeland Security Grants Division. The grant amount for FY19 is approximately $164,000. These funds will be managed by the OEM and allocated by project to both the Fire Department and the Police Department to provide and/or enhance emergency response equipment and planning.

HazMat Detection Enhancement for the Grand Prairie Fire Department:
This project will provide the City of Grand Prairie an unprecedented ability to locate, identify, and isolate Toxic Industrial Chemicals and Toxic Industrial Materials that produce vapors and gasses, which have been used extensively by terrorist organizations. With the use of Optical Gas Imaging, Hazardous Materials Team Members will have the ability to deploy, with specificity, to an affected area with 100% certainty of the location and distribution of a spectrally visual Weapon of Mass Destruction. The primary intent is to interdict and disrupt illegal activities for the protection of persons and property, along with the ability to monitor areas for possible terrorist activity. This asset will provide members of the Hazardous Materials Team along with the Office of Emergency Management the ability to live-stream video and provide real-time reports for enhanced response and tactics.
SWAT Capability Enhancement for the Grand Prairie Police Department:
This project is a continuation effort to outfit the City of Grand Prairie's Special Weapons and Tactics (SWAT) team with night vision goggles in order to prevent, prepare for, and protect against acts of terrorism. The project will enable our SWAT team to be better prepared for a terrorism incident occurring in low light to no light conditions, which may ultimately prevent acts of terrorism. A similar project, utilizing hostage negotiator phone equipment, would provide the City the ability to view live-stream video remotely at the Grand Prairie Police Department Real-Time Crime Center and the Mobile Command Unit. Additionally, these efforts will provide SWAT and the Office of Emergency Management improved response measures and tactics.
Financial Consideration
The City of Grand Prairie is committed to providing applicable matching funds. However, the Homeland Security Grant Program through UASI does not require any. As a result, there is no cash match requirement for this funding source. In the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG).

Whereas, the City of Grand Prairie is expected to be awarded the FY2019 Urban Area Security Initiative (UASI) Grant;
Whereas, the City will provide a cash match of $0 to the Office of the Governor-Homeland Security Grant Division, in which the Homeland Security Grant Program through UASI does not require any;
Whereas, in the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG);
Whereas, this grant award would allow the City of Grand Prairie to accept this grant and purchase needed equipment during the grant performance period from October 1, 2019 through September 30, 2020;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager or designee is hereby authorized to apply for and accept the FY2017 Urban Area Security Initiative Grant Award and other grant related documents with the grant performance period from October 1, 2019 through September 30, 2020.
Section 2. This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
