Analysis

The Airhogs Stadium infield turf has been in need of replacement since before the change in the Airhogs’ team management. This proposal received from Hellas Construction, our original installers, provides for a complete replacement of the infield turf area and includes 8 years of maintenance.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.

 

The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.

 

Hellas Construction, Inc. through their BuyBoard contract# 560-18 offers Indoor and Outdoor Sports Surfaces, Repair and Renovation, and Gym Floor Refinishing.  This contract began June 1, 2018 and is set to expire May 31, 2021.

 

Financial Consideration

Funding for the construction contract with Hellas Construction, Inc. for the Airhogs’ Stadium Turf Renovations in the amount of $268,370, plus a 5% contingency amount of $13,418 for a total project cost of $281,788, is available in the FY 2018/2019 Baseball Operations Fund (317992) Athletic Fields Maintenance (63130) for Airhogs Stadium Turf Renovations and will be charged accordingly.
