Title: Price agreement for miscellaneous laboratory testing services from Armstrong Forensic (up to $100,000 annually); and DNA laboratory testing services from Pure Gold (up to $50,000 annually) for one year with the option to renew for four additional one year periods totaling $750,000 if all extensions are exercised and authorize the City Manger to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
The miscellaneous laboratory services agreement with Armstrong Forensic will be used by the Fire Department to test for and ID ignitible liquids in fire investigations. It will be used by the Police Department for testing alcohol content and controlled substances in police investigations. It will be used by Environmental Services for testing water, soil and wastewater samples. The DNA laboratory services agreement with Pure Gold will be used by the Police Department for testing DNA analysis in police investigations.

Notice of bid #19000 was advertised in the Fort Worth Star Telegram, and Bid Sync; it was distributed to eleven vendors. There were no Grand Prairie vendors available for this commodity. Four bids were received as shown on attachment A.

The award was based on best value criteria set up in the specification, including price, experience, past relationship with the city and other municipalities, location and other relevant criteria as listed in the specification.

Armstrong Forensic and Pure Gold meet specifications and are recommended for award.

Financial Consideration
