Price agreement with Robert Half International for temporary IT personnel through a national inter-local agreement with the Houston-Galveston Area Council (HGAC) at an estimated annual cost of $80,000 for one year with the option to renew for two one year periods totaling $240,000 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
The Information Technology department uses temporary staffing for a variety of reasons including contract-for-hire in vacant positions, temporary workload spikes and special projects on an as needed basis. The previous contract with Robert Half International for this service expired May 31, 2017, and although no temporary workers have been required since that time, it is anticipated such workers will be needed in the future.
Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services. The City of Grand Prairie is not required to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC.
