Analysis
Parks Department Officials have worked with our Alliance Skate Park operator and identified areas requiring upgrades and the need for additional amenities to the skate park. The repairs will include replacing portions of wood structure and deck ramp replacement, and amenities will include new skate pieces for open and covered areas, new BMX dirt track, new 40’ x 50’ pavilion, and new Skate Observation Deck. All items are included in a proposal received from Spohn Ranch.
The recommended repair contract is available through the Houston-Galveston Area Council of Governments (HGAC). Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC.

Financial Consideration
Funding to award a construction contract with Spohn Ranch in the amount of $249,525.42 is available as follows:
1. $200,000 in the Capital Reserve Fund (402590) WO #01609303 (Phase I Central Skate Park)
2. $49,525.42 in the Parks Capital Projects Fund (317193) WO #01603603 (FY16 Park Infrastructure Imprv)
