Price agreement with Landmark Earth Services, for vegetation management services at an estimated annual cost of $70,526.35 for one year with the option for four additional one-year periods totaling $352,631.75 if all extensions are exercised; and authorize the City Manager to execute any additional renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term(s)

Analysis
The price agreement with Landmark Earth Services, will be utilized by the Streets Services Division for vegetation management services. This service will include application of herbicides to eliminate and control unwanted vegetation along City roadways, channels, drainage ditches and levees.
Bid # 17073 was distributed and viewed by eight vendors. There were no Grand Prairie vendors available. There were 2 responses received, as shown on Attachment A.
The award was based on best value criteria set up in the specification, including reputation, experience, price, past relationship with the City and other municipalities, locale, and other relevant criteria listed in the specification.
Landmark Earth Services meets specifications, had the highest "best value" score and is recommended for award.
Financial Consideration
Funds are available in FY16/17 Public Works, Storm Water Utility Budget, 257010-61039 ($38,083), as well as Planning & Development, Storm Sewer Maintenance, 233010-63180 ($31,484) and Airport Fund, Lake/Pond Maintenance, 371010-63037 ($960)and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year's approved budget.
