Analysis
Protection of student pedestrians is one of the most challenging tasks facing city and school officials. The first step in an effective school safety program is development of reduced speed limits. Reduction in speed is one of the major factors that contribute to the drivers' awareness of pedestrian crossings.
Freetown Road has been reconstructed to a new three lane cross section roadway. The Advantage Academy has two access points onto Freetown Road. This new school zone is needed to raise awareness of the school boundaries and potential pedestrian activities.
The Grand Prairie Independent School District has established new school zone times for Adams Middle School. Staff has evaluated the new times and has determined that the reduced school speed zones need to be effective as follows:

Financial Consideration
The 20 mph reduced school speed zone times will be established using signs and flasher assemblies. The cost for the changes to the static signs is estimated at $3,500.00 and will be paid out of the Street Budget.
